<br />"... <br /> <br />5,(} <br /> <br />e <br /> <br />2/5/68 <br /> <br />COMMITTEE REPORTS <br /> <br />I <br /> <br />Committee meeting held February 1, 1968: <br /> <br />"Present: Councilmen Anderson, Purdy, McNutt, Lassen, Hayward, McDonald, and ltJingard; City <br />Manager and staff; Members of Human Rights Commission; and others. <br /> <br />1 <br /> <br />1. Taxation of Signs Over Right-of-way -' Councilwoman Hayward asked for a report concerning <br />a tax on signs extending over public rights-of-way as a possible source of revenue for <br />the City. The City Manager said it is an item which possibly could" be discussed at the <br />time the sign ordinance is under consideration. <br /> <br />2 <br /> <br />2. Oregon Arts Commission - Announcement was made of a dinner meeting at the Eugene Hotel <br />on February 8, 1968 at which the Oregon Arts Commission will make a presentation of <br />its activities. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward that Items 1 and 2 of the Committee report be received and <br />filed. Motion carried. <br /> <br />e <br /> <br />3 <br /> <br />3. Trailer Variance, 3758 West 11th, Ridenour - Donald F. Ridenour requested permission to <br />place a house trailer for watchman living quarters at 3758 West 11th. Mr" Ridenour <br />plans to use the property for sale of ornamental garden-type products and is apprehensive <br />of vandalism in the area. Dr. Purdy moved seconded by Mr. McNutt to set a public hear- <br />ing date on the item. Motion carried. <br /> <br />-I <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to approve Item 3 of the Committee :report. Motion carried. <br /> <br />4 <br /> <br />4. Harlow Road Right-of-way, Randall - The Public Works Department recommended purchase of <br />property at Harlow Road and Leigh Street from Leigh and Nancy Randall for $3,485.00. <br />Total land area is about 3100 square feet. It was explained that severance damage is <br />more than the value of the property since the right-of-way will be brought: to within <br />11 feet of one house. Dr. Purdy moved seconded by Mr. McNutt to purchase the land as <br />recommended. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to approve. Item 4 of the Committee report. Ro11cai1 vote. <br />All councilmen present voting aye, motion carried. <br /> <br />5 <br /> <br />5. Alcoholic Beverage Applications - Approved by the Poli ce Department, new establishments: <br /> <br />Package Store Class B - High Street Groceteria and Delicatessen <br />341 High Street - Eleanore Anderson <br />Retail Malt Beverage Class A - The Cooler or The Lodge, Country Club Road <br />near Coburg Road - Robe:tt C. Abel and <br />Kurt Falkenstein <br /> <br />Mr. Lassen moved seconded by Mrs. Hayward to recommend approval of the applications. <br />Motion carried. <br /> <br />. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to approve Item 5 of the Committee report. Motion carried. <br /> <br />6 <br /> <br />6. Housing Code Amendments - Copies of proposed amendments to the Housing Code were dis-~ <br />tributed to Council members. The City Manager explained the proposed amendments will <br />bring the Housing Code to standards required by the Department of Housing and Urban <br />Development. No action was taken. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward that Item 6 of the Committee report be received and "Tiled. <br />Motion carried. <br /> <br />e <br /> <br />7 <br /> <br />7. Human Rights Commission Report - Dr. Norman Pott, chairman, and Mr. Edgar Brewer, member, <br />Human Rights Commission, presented the Commission's recommendations on two CORE demands <br />with regard to employment and housing referred to the Commission by the Council. The <br />third item referred - municipal legislation - Dr. Pott said is still be investigated <br />with further work to be done before a report is made.
