Planning Commission Report - January 8, 1968 <br />a. Annexation of area between Holly Drive and Green Acres Road, west of Tabor Street; <br />b. Annexation of area at northeast corner of Green Acres Road and North Delta High- <br />way, Vik - The Planning Commission recommended annexation of both areas providing <br />that all building floor elevations are above the 400-foot level, or at an eleva- <br />tion recommended by the City Engineer; that the owner installs and maintains at <br />his own expense a private sanitary sewer pumping station on the property north of <br />Green Acres Road; and that the property be subject to the FH regulations contained <br />in the new zoning ordinance. Councilwoman Lauris asked that the name "Miller's <br />Little Farm Road" be preserved. <br /> <br />2 <br /> <br />c. Annexation of area south of Highway 99 west of Henderson Street, Oberg-State of <br />Oregon - The Planning Commission recommended approv~l. <br /> <br />Dr. Purdy moved seconded by Mr.McDonald to approve the three annexations, subject <br />to agreement on conditions recommended by the Planning Commission on the Green <br />Acres tracts. Motion carried. <br /> <br />3 <br /> <br />8. Planning Commission Report - January 22, 1968 <br />a. Annexation of area east and west of River Road south of River Avenue, Chowning <br />et al - The Planning Commission recommended approvalsubject to the conditions <br />that: <br />(1) Owners of properties within the annexation area construct and operate to <br />City standards a private sewer system until a sewer system for the River <br />Road area is constructed by the City; <br />(2) Owners of properties in the annexation area contract to pay an equitable <br />share of the assessment for the private sewer system, and all properties <br />serviced by the private system must be annexed to the City prior to re- <br />ceiving such service; <br />(3) The City's sewage treatment plant be included in the annexed area; <br />(4) Future assessments for sewers will be necessary when a system for the <br />River Road area is developed, and property owners cannot expect to receive <br />service of the City's police department, dog control, highway maintenance, <br />and traffic engineering until a phasing schedule for services is completed; <br />(5) It is not the intent to allow creation of small, private sewer systems, <br />and future annexations in the area will be approved only upon development <br />of a sewer system for the entire River Road area. <br /> <br />The Fire Chief reported that the Oregon Insurance Rating Bureau indicated if <br />an adequate water supply is available, the area would participate in the City's <br />Class 3 rating. If there is not sufficient water, then it would fall into a <br />Class 5 category. The Fire Chief said there is no doubt of having an ample <br />water supply, and that the annexation would in no way be detrimental to the <br />City's Class 3 rating. It was pointed out that the annexation was initiated <br />by Chownings toenable development of apartments west of the Treatment Plant, <br />and by Safeway for a building site on the west side of River Road, and that <br />there are no single-family dwellings in the area. The Planning Director ex- <br />plained the County would not issue permits for development to the density de- <br />sired without public sewers. <br /> <br />Mrs. Lauris moved seconded by Mrs. Hayward to approve the annexation subject to <br />the conditions recommended by the Planning Commission. Motion carried, Mr.Wingard <br />abstaining. <br /> <br />4 <br /> <br />b. Annexation of area north of Green Acres Road, west of Norkenzie Road, Barnes - <br />The Planning Commission recommended annexation provided that: <br />(1) The Eugene Planning Commission receives and holds a public hearing on the <br />final plans approved by the County Building Department for the proposed <br />mobile home park prior to issuance of a building permit; <br />(2) The property owner pays total costs for installation of a sanitary sewer <br />pumping station and its maintenance; <br />(3) Floor elevations for the mobile home park be established by the City's <br />Public Works Department; <br />(4) Design and construction of the mobile home park comply with the City's <br />mobile home ordinance. <br /> <br />Mrs. Lauris moved seconded by Mr. McDonald to approve the annexation on conditions <br />recommended by the Planning Commission. Motion carried. <br /> <br />5 <br /> <br />9. Planning Commission Report - January 29, 1968 <br />a. Dedication of portion of 15th Avenue - The Planning Commission recommended that <br />the City accept dedication of 15th Avenue from Oak Patch Road to Acorn Park <br />Street. Mrs. Lauris moved seconded by Mr. McDonald to approve the recommendation. <br />Motion carried. <br /> <br />6 <br /> <br />10. Planning Commission Report - January 15, 1968 <br />a. Quarterly Zoning Meetings - The Planning Commission recommended adding one <br />monthly zoning meeting in March and changing the January meeting to December, <br />with the April, July, and October meetings remaining unchanged. This will <br />allow an additional meeting before the construction season for the benefit of <br />land developers. Mr. Wingard moved seconded by Mrs. Lauris to approve the <br />change.
