Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />1 <br /> <br />2. Minor Subdivision, 1255 Hughes Street, Bishoff - Mr. Donald R. Bishoff, Jr., 1244 Hughes <br />Street, asked for Council review of the Planning Commission approval of a minor sub- <br />division for Mr. Gordon P. Olsen. He contended a letter from Mr. Olsen requesting <br />modification of the Subdivision Ordinance did not state required facts for Commission <br />approval of the modification and was back dated and presented after approval of the <br />modification. The City Attorney explained the Planning Commission had not followed <br />procedure but that they had already set a precedent for subdivision for this entire <br />area, and that the subdivision is legal and valid. Mrs. Lauris suggested a letter be <br />written to the Planning Commission asking them to be sure to follow procedures in the <br />future. The Planning Director is to submit a report of backgounrd information on the <br />subdivision and explain staff action in this case to the Council at a later date. The <br />City Attorney explained the Council does not have jurisdiction in this matter since <br />the State law takes precedence, and Mr. Bimoff's only appeal is through the courts. <br /> <br />e <br /> <br />'1 <br /> <br />Mr. Anderson-moveaseconded by Mr. Lassen that Item 2 of the Committee report be received and filed. <br />Motion carried. <br /> <br />2 <br /> <br />3. Planning Commission Report - February 19, 1968 <br />a. Student Housing Study - The Planning Commission recommended proceeding with the <br />Student Housing Study in which the Planning Commission, Central Lane Planning, <br />and the University of Oregon will work jointly to determine the impact of student <br />housing in Eugene. The estimated cost of the study will be $2,000.00, and these <br />funds were budgeted in this year's planning budget. Dr. Purdy moved seconded by <br />Mr. McNutt to proceed with the study. Motion carried. <br /> <br /><< <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 3a of the Committee report. <br /> <br />Councilman Wingard asked of what benefit the information gained would be. The Planning Director said <br />one of the primary problems is that University students occupy many'of the low-rental units in the <br />City thereby placing a burden upon other people in the community requiring adequate housing at rents <br />they can pay. He said it is expected University enrollment will increase, and the proposed study will <br />determine the effect University enrollment has on the present housing market and what effect can be <br />anticipated. The study also will be of benefit in developing the General Plan and will help the Joint <br />Housing Committee in reaching some of its decisions. Rollcall vote. Street Map Plan - The Planning Director displayed for Council cons'ideration the <br />new Street and Highway Right-of-Way Plan. This is the list of streets in the <br />present zoning ordinance plus additional streets indicated by the ESATS study <br />indicated in map form and to be adopted with the new zoning ordinance. Dr. Purdy <br />questioned the reduction in right-of-way on West 11th and Oakway. The Planning <br />Director explained these reductions would not be made until the alternate routes <br />were completed. He explained the rights-of-way could be amended if it was found <br />they were not needed. He also explained the Plan was intended to preserve rights- <br />of way for future streets. No action was taken. <br /> <br />e <br /> <br />4 <br /> <br />4. Joint Meeting, ESATS Review - A joint meeting of the Council and Planning Commission <br />was scheduled for Monday, March 11, 1968, at 12:00 noon for re,view of the ESATS study. <br /> <br />-5 <br /> <br />5. Sewer Committee Meeting - A meeting was set for the Council Sewer Committee for <br />Monday, March 4, 1968, at 12:00 noon. The committee consists of Mr. McNutt, <br />Mr. Anderson, Dr. Purdy, and Mr. Lassen. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that Items 3b, 4, and 5 of the Committee report be received <br />and filed. Motion carried. <br /> <br />. <br /> <br />6 <br /> <br />6. RMBA Liquor License - RMBA liquor license for London Cellar, 975 Willamette, was <br />submitterr by Richard D. and Esther J. Radcliffe. Change of ownership, and approved <br />by the Police Department. Mr. McNutt moved seronded by Dr. Purdy to recommend ap- <br />proval and release prior to the Council meeting March 11. Motion carried. <br /> <br />7 <br /> <br />7. 10th and Oak Parking - The City Attorney reported the Supreme Court decision on 10th <br />and Oak suit. The decision handed down by the Court was that the City does have the <br />authority to exempt commercial parking lots from assessment.
