The City Manager pointed out the difference be- <br />tween these lots and the Hawthorne Street lots which werenot entirely covered by <br />the BPA easement. He also said interest would not be added to the assessment during <br />the deferral time. Dr. Purdy moved seconded by Mr. McDonal~ to approve the recom- <br />mendation. Motion carried. <br /> <br />I <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve the two-year deferment. <br /> <br />Mr. McKendrick questioned the two-year limit on the deferment, and the City Manager explained that at <br />the end of that time if no benefit to the public is determined should the land be acquired by the City <br />the Council would then decide--whether to make a permanent deferment or to take some other action. <br /> <br />A vote was taken on the motion to approve, and motion carried. <br /> <br />1 <br /> <br />12. Sewer Assessment, Jorgensen (BD=66-l0) - Mr. Jorgensen asked relief on assessment <br />against a corner lot at 500 North Bertelsen Road which has been assessed for sewer <br />on three sides. The Public Works Department reported no relief can be _recommended <br />at this time since this tract of land has the potential of being divided into seven <br />lots. Mr. Jorgensen also protested that unauthorized stubs were constructed on his <br />property, and said he requested one stub to service one proposed site. There are <br />two other potential sites and the two additional stubs were provided for those. <br />The Public Works Department recommended'that the cost of the two additional stubs <br />($522.00) be deferred until the property is subdivided. Dr. Purdy moved seconded <br />by Mr. 'Wingard to proceed with the assessment and to defer the cost of the 'two <br />stubs. Motion carried. <br /> <br />e <br /> <br />I <br /> <br />2 <br /> <br />13. Sewer Assessment, Reiersgaard (BD-66-l0) - Edwin Reiersgaard requested either a re- <br />duction or deferral of the sewer assessment against h~ property at 311 North Bertelsen <br />Road since it is one of four properties located within the proposed alignment of the <br />Eugene-Mapleton Highway which will eventually be purchased by the State Highway De- <br />partment. The City Manager suggested making the assessment but de~erring collection <br />so that alien will be placed onthe property, then when the State purchases it, the <br />State will pay the assessment. The Public Works Director suggested that if the <br />property owner wishes a sewer connection before the property is sold to the State <br />Highway Department, he be required to pay the sewer ?ssessment as a connection fee. <br /> <br />Mr. Anderson moved seconded by Mr. McNutt to assess the property and defer collection <br />until the State acquires the property unless sewer connection is made by the property <br />owner in which case the assessment will be collected as a connection fee. Motion <br />carried. <br /> <br />'. <br />'=' <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 12 and 13 of the Committee report. <br />carried. <br /> <br />Mo t io n <br /> <br />3 <br /> <br />14. Mass Transit Study - The City Manager recommended joining with Springfield and Lane <br />County in asking the Central Lane Planning Council to submit an application on a <br />regional basis for a mass transit stmdy at a cost of about $20,000.00.' Eugene's <br />share would be about $4,500.00. Mrs. Hayward moved seconded by Mr. Wingard to ap- <br />prove the recommendation. Motion carried. <br /> <br />I <br /> <br />Mr. Anderron moved seconded by Mr. Lassen to approve Item 14 of the Committee ~eport. Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />4 <br /> <br />15. Public Works Improvement Petitions <br />a. Paving, storm <br /> <br />e <br /> <br />Reg?rding Item f, the Public Works Department recommended paving only Olive Street <br />from Crest Drive to 34th at this time because o~ inadequate right-of-way and opposItion <br />by property owners on the west side of 34th. <br /> <br />Regarding Item g, the Public Works Department recommended an agreement with the <br />property owner of Erin Park to pay for the street improvement when the property <br />is developed because of a freeze strip between the improvement and the property <br />abutting Monterey Street on the south. <br /> <br />. <br /> <br />Dr.Purdy moved seconded by Mr.Wingard to approve the petitions, deleting: 34th Avenue <br />from the Olive Street petition. Motion carried. <br /> <br />I <br /> <br />Mr. George Lamont and Mr. Lewis Wright objected to the deletion of 34th Avenue from the Olive Street <br />project. Theyasked that at least the portioD between Olive and McMillan be included at this time. <br /> <br />Letters were presented from E. L. McDowell and from Wm. E. Brown objecting to the improvement of 34th <br />between McMillan-aild Willamette. The Ci ty Manage~ called attention to $2 ;500'.00 in unpaid assessments <br />against the Cowley property just east of Olive. He said it may be possible to pave a 28-foot width <br />on the present right.-of-way and suggested proceeding with reconsideration to be given at the time of <br />contract award. <br /> <br />e <br /> <br />~ <br /> <br />3/11/68 - 15 <br />
