Motion carried. <br /> <br />1 <br /> <br />16. Parking Prohibition west side Alder,llth to 13th - Sacred Heart Hospital requested <br />prohibition of parking on the west side of Alder from 11th to 13th during the next <br />ten months while construction at the Hospital limits entrances for emergency vehicles <br />to the Alder Street entrance. The Public Works Department reported this prohibition <br />will eliminate 15 metered parking spaces along the west side of Alder, and recom- <br />mended leaving three spaces nearest to 11th Avenue. Mrs. Lauris moved seconded by <br />Mr. Lassen to prohibit parking on the west side of Alder between 11th and 13th <br />temporarily, leaving three spaces adjacent to 11th. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 16 of the Committee report. <br /> <br />Councilwoman Lauris asked if use of metered parking spaces on Sacred Heart property can be negotiated <br />to replace those removed from Alder Street. The Manager said inquiry would be made. Councilwoman <br />Hayward asked if charges can be made as is the case in construction in downtown areas. The Manager <br />explained a contractor is charged if a portion of the street or sidewalk is used on the basis of <br />time and area used, but would not be so in this case since the contractor will not be using the <br />public right-of-way. <br /> <br />A vote was taken on the motion to approve, and motion carried. <br /> <br />2 <br /> <br />17. Taxi Loading Zone, lath and Pearl, 8th and Willamette - Western Greyhound Lines re- <br />quested that the taxi zones on lath Avenue near the Greyhound depot be moved to the <br />Pearl Street side. Both taxi services are in favor of the request. The City Manager <br />recommended against moving the zones because of conflict between use by private ~utos <br />and by taxis and the resulting enforcement problem. It was recommended that the taxi <br />zones on the west side of Willamette south of 8th be eliminated, and one zone be in- <br />stalled on the north side of 8th east of Willamette. Mayor Cone suggested allowing <br />scooter parking in the restricted zones at intersections where no visibility problem <br />would exist. It was explained that restrictive provisions would apply to all vehicles, <br />but the City Manager said it would be investigated. <br /> <br />Dr. Purdy moved seconded by Mrs. Hayward to approve the taxi zone on the north side <br />of 8th east of Willamette, elimination of taxi zones on the west side of Willamette <br />south of 8th, and no change in the taxi zones on lath Avenue east of Pearl Street. <br />Motion carried." <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 17 of the Committee report. Motion carried. <br /> <br />Other items on March 7, 1968 Committee agenda not considered at that time: <br /> <br />3 <br /> <br />1. Parking Permit, Davidson Bakery, 2nd Avenue - Davidson Bakery requested permission <br />to use for parking purposes the 2nd Avenue dedication where it terminates at the <br />Southern Pacific tracks east of Jackson Street. The Public Works Department <br />recommended permission be granted under a revocable permit providing Davidson <br />maintains the surfacing of the area. <br /> <br />Mr. Ander~n moved seconded by Mr. McNutt to approve the recommendation. Motion carried. <br /> <br />4 <br /> <br />2. Millrace Agreement, University of Oregon - A proposed agreement with the University <br />of Oregon was presented which would renew for five years the existing responsibilities <br />for water level and cleaning and maintaining the millrace. He said a separate agree- <br />ment will be negotiated concerning the control gate where the race crosses Franklin <br />Boulevard. Councilman Wingard asked if it would be proper to refer the agreement <br />to the Millrace Committee, and the Manager explained the agreement covers only the <br />draining and cleaning and has no relevance to bank improvements or landscaping. <br /> <br />Mr. Anderson moved seconded by Mr. McNutt to approve the agreement. Rollcall vote. All councilmen <br />present voting aye, motion carried. <br /> <br />5 <br /> <br />3. Parking, Fairfield Street - A report was read from the Public Works Department with <br />regard to the parking prohibition on Fairfield Street north from Royal Avenue. The <br />report recommended no change in the prohibition, and that no consideration be given <br />to allowing parking of automobiles in the strip adjacent to the curb. It was the <br />conclusion of the Public Works Department that the street eventually should be <br />widened to 36 feet with sidewalk at the curb and parking allowed on both sides. <br />Councilman Lassen commented on the ease with which traffic is able to move on the <br />street since parking has been prohibited. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve the report. Motion carried. <br /> <br />6 <br /> <br />4. Harlow Road Right-of-way - The Public Works Department recommended purchase of the <br />following properties for widening Harlow Road: <br /> <br />Vincin A. Shaddy <br />Norman M.
