Tax Base Change - Mayor Cone announced that Ralph Cobb was appointed chairman of a committee <br />which will undertake the task of informing voters concerning the measure which {s to be <br />placed on the May 28 primary ballot concerning a change in Eugene's tax base. The Mayor <br />said a co-chairman will be named at a later date. Mr. Cobb said he would bring back to <br />the Council for its consideration his recommendations for methods of explaining the measure. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Items 3 and 4 of the Committee report. <br />carried. <br /> <br />Motion <br /> <br />2 <br /> <br />5. 10th and Oak Parking Structure - The City Attorney reported the Supreme Court denied both <br />the appellant's and respondent's petitions for rehearing in this case. The City Manager <br />said a decision will have to be made in the near future on the course to pursue because <br />of the importance of the parking structure to the entire downtown area and to the central <br />Eugene renewal project. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Item 5 of the Committee report be received and filed. <br />Motion carried. <br /> <br />The City Manager said a resolution would be presented later in the meeting which would <br />cising options on the Fordham and Harris properties and issuance of warrants for their <br />as other properties on the parking garage site. RMBA License, Sam's Place, 825 Wilson - Council members previously viewed the site where <br />George McKenzie proposes to establish a tavern in the industrial area. A letter from <br />Bud Nixon of the Oregon Tavern Owners Association was read objecting to the Council's <br />recommending approval of any more licenses in the West 11th area. Mr. Wingard moved <br />seconded by Mrs. Hayward to recommend approval of the license. <br /> <br />Councilwoman Hayward suggested that the Planning Commission review the provision for in- <br />clusion off taverns in industrial districts and was told because of those now located in <br />industrial areas too many non-conforming uses would be created in those districts. <br />Councilman Anderson suggested the Eugene Industrial Development Corporation, responsible <br />for development of the West 11th area, be contacted for an expression of opinion 'with re- <br />gard to taverns in the industrial area. The City Manager said there are no deed restric- <br />tions on taverns in the EIDC area. <br /> <br />A vote was taken on the motion to recommend approval, and motion carried, Councilmen <br />Anderson and Lassen voting no. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 6 of the Committee report. Motion' carried. <br /> <br />4 <br /> <br />7. Appeal, Trailer Park, 1850 Highway 99N - Mr. and Mrs. Gordon Barron, 1540 Hughes Street, <br />and Mr. and Mrs. F. P. LaChapelle, 1510 Hughes Street, appealed to the Council for re- <br />versal of the Planning Commission's approval of Joe Schmidhamer's request to establish <br />a trailer park at 1850 Highway 99N. The City Manager reviewed the Planning Commission's <br />action with regard to this conditional use permit and said a formal hearing is scheduled <br />forthe April 8 Council meeting. He said the site of the mobile home park was approved <br />in October 1966 and the item before the Council at this time is approval of the design <br />for development of the site. A petition was presented from residents of the area object- <br />ing to the proposed trailer park. Sketches showing the development and design of ac- <br />cessory buildings were presented. No action was taken. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to uphold the Planning Commission's action in approving the <br />development plans for the site. <br /> <br />William Neel, architect, said that the Planning Commission in its consideration of the permit was con- <br />cerned about the development of the site. He asked that a study be made with regard to adopting <br />planned unit development ,regulations to trailer parks. <br /> <br />Joe Richards, attorney speaking for Joe Schmidhammer, urged the Council's approval of the site plans <br />and said the Planning Commission's only concern was with the aesthetic effect of two accessory build- <br />lings. <br /> <br />A vote was taken on the motion to approve, and motion carried. <br /> <br />5 <br /> <br />8. Watchman Trailer, Four-Corners Auction, 495 Highway 99N - Louis C. Garrett requested per- <br />mission to retain the trailer at this location fo r watchman living quarters. The Build- <br />ing Department said there is need for a caretaker on the premises and presented no objec- <br />tions, other than to require proper water and sewer connections. Mr. Anderson moved <br />seconded by Mrs. Lauris toapprove the request. Motion carried. <br /> <br />6 <br /> <br />9. Planters in Right-of-Way, Taco-Bell, 669 West 7th - A letter from Gale M. Roberts Company <br />was read requesting permission to retain planters constructed 12 inches into the 7th Avenue <br />right-of-way at this location. The Public Works Department had no objection to permitting <br />the planters under a revocable permit. Mr. Anderson moved seconded by Mr. Lassen to grant <br />the request. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Items 8 and 9 of the Committee report.
