She called <br />attention to the seminar concerning this report sponsored by the University of Oregon <br />to be held on the campus beginning April 1, 1968. The report directs attention to <br />causes of civil disorders and suggests what communities and local governments may do <br />to prevent civil disorders. Mrs. Hayward moved seconded by Mrs. Lauris that the <br />Human Rights Commission be asked to prepare and carry out an education program for <br />Eugene which relates to the Kerner report; to establish in this program measures oy <br />which citizens might be able to solve some of the problems; and that the Council en- <br />dorse the seminar being conducted on the campus. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 1 of the committee report. <br /> <br />Mr. A1 Casady said he had heard that at a private lodge meeting at which a policeman gave a speech it <br />was reported it was necessary for two policemen, one of which must have a rating of sergeant or higher, <br />to arrest a negro, and that this was the result of an agreement between the University of Oregon and <br />the City Council. The City Manager said he knew of no such agreement nor had he heard of any such <br />report. <br /> <br />A vote was taken on the motion, and motion carried. <br /> <br />1 <br /> <br />Councilwoman Hayward said she had been requested by the Lane Human Resources to present to the Council <br />the proposal, and she so moved, that (1) the Council join with the Springfield City Council, the <br />Springfield and Eugene Chambers of Commerce, the Lane County Commissioners, and the Lane Human Re- <br />sources to call an immediate conference of leaders of business and industry in Lane County to consider <br />provision of jobs and job training first and immediately for unemployed negroes in the community, and <br />secondly on a continuing basis for all low-income and no-income persons, with the objective of attempt- <br />ing to eliminate poverty in Lane County so far as provision of jobs, job opportunities, and trmning <br />can achieve this objective; (2) the Council appoint a representative to serve on a committee to be <br />made up of representatives of agencies named, this committee to be charged with the responsibility of <br />setting up a conference to be called within a week, if possible, with the conference itself to be held <br />within the next ten days or two weeks; and (3) that this committee call on resources within the com- <br />munity for whatever assistance it may need in setting up the conference (State Employment Service, <br />CORE, Human Rights Commission, etc.). She said she thought the Lane Human Resources hoped that one <br />result of the conference would be a continuing committee of business and industry people to address <br />the problem with continuity, and that she would be pleased to serve as the Council's representative. <br /> <br />Councilman McDonald said he would second the motion but that he felt since the majority of low-income <br />and no-income people in the community are white people, he would like the motion stated so as not to <br />place these people in second place. Mrs. Hayward replied that because of the recent assassination <br />of Martin Luther King, she would urge something more definite be done with regard to negroes. <br /> <br />Mr. McDonald moved that the motion be amended to read "not only negroes, but also unemployed and low- <br />income white people and other minority groups...". There was no second. <br /> <br />Mr. Dale Hogan, 210 East 42nd Avenue, said he felt a great deal was being done on an emotional basis <br />because of the death of King. He said experience has shown that many who have gone out of their way <br />to hire negroes have found they do not want to accept responsibility. <br /> <br />Mr. Wingard moved seconded by Mrs. Hayward to amend the motion to read "...with emphasis placed on <br />negro groups, however not any greater emphasis than on other minority groups suffering from unemploy- <br />ment..." instead of "...first and immediately for unemployed negroes...". Motion carried. <br /> <br />A vote was taken on the motion as amended, and motion as amended carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to appoint Councilwoman Hayward as the Council's representa- <br />tive on the committee. <br /> <br />Mr. Wingard moved seconded by Mr. Lassen to appoint Councilman McDonald. Mrs. Hayward withdrew her <br />name, and a unanimous vote was cast for Councilman McDonald to represent the City. <br /> <br />Later in the meeting, Councilman Wingard moved, seconded by Mr. McDonald, to reconsider the action <br />with regard to Eugene's representative on the committee. Mr. Wingard said that he felt to ensure pr~er <br />representation for Eugene, there should be two representatives on the committee. Motion carried. <br /> <br />Mr. Wingard moved seconded by Mr. Lassen that both Mrs. Hayward and Mr. McDonald represent Eugene on <br />the committee to set up the conference requested by Lane Human Resources. Motion carried. <br /> <br />2 <br /> <br />2. Street Cut Notification - The City Manager, in response to a question from Council- <br />woman Hayward with regard to notification when street cuts are to be made, said the <br />policy differs with varying circumstances, but that a descriptive explanation would <br />be brought back to the Council for consideration. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris that Item 2 of the committee report be received and filed. <br />Motion carried. <br /> <br />3 <br /> <br />3. Appointment, Budget Committee - Ralph Cobb, 3550 West Amazon Drive, was recommended by <br />Councilman McNutt to complete the term on the Budget Committee vacated by C. F. Shearer, <br />resigned. The term expires December 31, 1968. Mr. Anderson moved seconded by Mrs.Lauris <br />to appoint Mr. Cobb as recommended. Motion carried. <br /> <br />4/8/68 - 10 ~ <br />
