<br />The Finance Director said the City's insurance program was thoroughly reviewed during the
<br />past 14 months, and a complete record is now maintained of properties in City ownership,
<br />including photographs and descriptions. He said values have been adjusted in line with
<br />present-day values, and the liability policy has been renewed with limits of $100,000/
<br />$300,000 with an umbrella policy over and above general liability to bring it to $1,000,000.
<br />Premiums have been reduced about $2,000 per year. Councilman McDonald asked about vandalism
<br />coverage, and was told it had been investigated but the premiums, compared to losses ex-
<br />perienced, are too high.

<br />Rezone 1330 Coburg Road, Cosgrave & Associates, Rust - The City Attorney previously dis-
<br />tributed a summary of the position taken by the Rusts through their attorney, Henry Camarot,
<br />and that taken by the City. Mr. Camarot requested a copy of the paper, and then went on to
<br />point out the Planning Director's affidavit as presented covered rezoning on Coburg Road
<br />prior to annexation to the City. He said it should be recognized the affidavit extends
<br />only to the City Planning Commission's jurisdiction.
<br />
<br />Some discussion ensued with regard to proper density for the area, with Mr. James Pearson, Plan-
<br />ning Commission member, saying it was his understanding the petitioners wanted the entire
<br />area rezoned as petitioned (R-3G and C-2 on the corner lot) or none at all. Mr. Pearson
<br />said the Commission did not go into the detail of densities allowed under the general plan
<br />for the Willakenzie Area nor the possibility of R-2 zoning of the Rust property because of
<br />the request for the service station on the corner lot. The general plan does not designate
<br />commercial use at that location nor is there a need for a service station in that area, he said.
<br />
<br />John Axtell, 2573 Sharon Way, and George Taylor, 2560 Sharon Way, both objected to a service
<br />station on the corner lot on the basis that the traffic generated would constitute a hazard
<br />for the children attending school in the area.
<br />
<br />Mr. Camarot said that the buyer interested in the property now wants it for a service sta-
<br />tion, but that a bank is also interested so that C-2 zoning could be used for a purpose
<br />other than that for which it was requested.
<br />
<br />A vote was taken on the motion to rezone to RG, and motion carried, Councilmen Lauris, Hayward, and
<br />Wingard voting aye; Councilmen Lassen and McDonald voting no. (It was understood the item would be
<br />referred to a joint Planning Commission/Council meeting.)
