The Superintendent of Building Inspection said <br />the main question is that the installation was not ma4e in accordance with plans which were <br />approved and, s~nce inspection ~as not called for while the work was being done, the inspectors <br />do not know what is in the installation. <br /> <br />~. <br /> <br />Don Robinson and James Mitchum, members of the Electrical Board, commented on the use of <br />plastic conduit in relation to the Code and said Mr. Cooke had asked the Board to consider the <br />possibility of amending the Code to permit use of plastic conduit~ They upheld the Building <br />Superintendent's statement that the manner of installation was the main item of contention. <br /> <br />Dr. Purdy moved seconded by Mr. McNutt to uphold the Electrical Board's decision. 'Lock Your Car' Meter Stickers - The City Manager said the request from Insurance Women of <br />Eugene-Lane County for the meter stickets is part of a National campaign and there is no <br />objection from the staff. Mr. McDonald moved seconded by Mrs. Hayward to allow placement of the <br />stickers on the City's meters. Motion carried. It was suggested the Insurance Women be <br />requested to remove the stickers when they begin to deteriorate. <br /> <br />'"* <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 2 of the Committee report. Leasing City Parking Lots - Diamond Parking, Inc., proposed operation as:managing agent of, <br />the City's off-street parking lots not connected with an asseBsment district - 12th and Oak, <br />Broadway and Charnelton, 13th and Olive. Diamond would guarantee a minimum earning to the <br />City equal to what ~s nqw being earned on the three lots and would operate them in conjunction <br />with the downtown validation program on a management fee basis. The City Manager explained that <br />the tax exempt status of the lots would be retained through the proposed arrange~ent, and that <br />rat~s would be similar to present rates in th~ vicini~y of the lots. Diamond will maintain the <br />lots and upon 60 days written notice will remove their equipment and return the lots to their <br />present condition. Some discussion with respect to on-street meter rates and posBibili~y qf <br />chaqging them to a lO~ minimum. Mobil Oil - The PlanIling Commission recommended approval of <br />a variance for c~mmer:cial use of the 'lot immediately south of the Mobil Oil Station at <br />29th and Willame~te, provided (1) the us~ of the area is limited to:parking and placement <br />of t ire cabinets;. .(2} landscaping is installed, as indicated on the plans submitted, and <br />maintained by a permanent irrigation system; (3) the are~ is lighted oIlly from the northeast <br />corner; and (4) ~here are no signs, servicing of cars, or ,product ,displays other than the <br />tire cabinets in this area. Bennett - The Planning Commission recommended approval of 19.5 room <br />count increase over the allowable 111.9 on R-3G zoned prope~ty on Oak Street between 27th <br />and 28th. The City Manager explained a v.al'iance previously gr~nted alLowed a room count <br />based on Lots 1 through 7 and Lots 7 through 11, and an apartment .house was constructed <br />using the variance on Lots 1 through 7. Renewal of the variance to allow construction of <br />an apartment building on Lots 7 through 11 was rescinded when ,a bu~lding permit application <br />was rejected because of the uS,e of Lot 7 twice in computing the room count. The present <br />Planning Commission recommendation allows an increase over the allowable count, but less <br />than that originally planned. Vacation 26th and Dedication of Alley from north/south alley between Willamette and Portland <br />to Portland - The City Manager reviewed the history of the Harry Rubenstein and Gordon Bonner <br />request for street opening at 26th between Willamette and Portland. The Planning Commission <br />now recommends approval of the vacation of 26th Avenue :from Pprtland to the:east and <br />acceptance of alley dedication from Portland Street to the existing north/south alley between <br />26th and 27th. Mr. McDonald moved seconded by M;r. The Planning Director <br />stated two alternative ,plans were originally presented to the Planning Commission and both were <br />approved. He said the Planning Commission thought that Mr. Graves had given his approval. <br /> <br />.: <br /> <br />Dr. Purdy moved seconded by Mrs. Lauris to amend the original motion to refer Item 4 c. to the <br />Planning Commission.
