Paving, sanitary and storm sewers in Hoffman Heights, 100% petition - Mr. Anderson moved seconded <br />by Dr. Purdy to approve the petition. Motion carried. <br /> <br />3 7. Paving alley between Hilyard and Patterson. 23rd and 24th, 50% petition - There was discussion <br />with regard to previous rezoning of property abutting the alley on the west and the Council's <br />intent in granting the rezoning that alley improvement would be at the expense of that <br />property owner. Dr. Purdy moved seconded by Mr. Anderson to approve the petition subject to <br />the petitioner's paying the entire cost of the improvement. Motion carried. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Items 6 and 7 of the Committee report. Motion <br />carried. <br /> <br />Dr. Purdy asked what the legal aspects would be if assessments to the Very Little Theatre, <br />2350 Hilyard, were deferred until such time as they sold the property. The City Attorney explained <br />that such an agreement could be made between the City and the property owner, but that it would be <br />binding forever. <br /> <br />'f <br /> <br />8. Harlow Road Right-of-Way - The Public Works Department recommended buying property from <br />Billy G. and Carey Hill at 3325 Harlow Road for $510.00. Mr. Anderson moved seconded by <br />Mrs. Lauris to approve the recommendation. Motion carried. <br /> <br />Robert F. and Ruth Ann Sneddon have agreed to sell property at 3393 Harlow Road for $2,510.00, <br />$370.00 more than the City's appraisal. The City Manager said there was considerable <br />severance damage and that it would probably amount to more than $370.00 to proceed with <br />condemnation. Mr. McNutt moved seconded by Mrs. Lauris to buy the property for $2,510.00. <br />Motion carried. <br /> <br />5' <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve Item 8 of the Committee report. Rollcall vote, <br />all Councilmen present voting aye, motion carried. <br />Mayor Cone returned to the meeting and assumed the chair~anship. <br />9. Fence. West Belt Line Ditch - It was reported that the Lane County Commissioners will not <br />permit mpving the fence to the east side of the drainageway east of the West Belt Line Road <br />between Barger Drive and Royal Avenue. The Public Works Department estimated a cost of <br />$6,800.00 for construction of a new fence. There was some discussion with regard to setting <br />precedent in fencing the ditch, with the general consensus that it could be justified on the <br />basis that the City created the ditch after homes were constructed in the area. Mrs. Lauris <br />moved seconded by Mrs. Hayward to build a fence on the east side of the West Belt Line <br />Drainageway. Motion carried, Mr. McNutt voting no. <br /> <br />Mr. McNutt moved seconded qy Mrs. Lauris to approve Item 9 of the Committee report. Rollcall vote, <br />Mr. McNutt voting no and Mr. Lassen abstaining, motion carried. <br /> <br />(, <br /> <br />10. Parking Prohibition. Donald between 40th and 41st - Breedon Bros. requested prohibition of <br />parking on the west side of Donald Street wouth of 40th Avenue in the commercial zone. The <br />Public Works Department recommended prohibition on the west side of Donald for 380 feet <br />south of 40th, and on the east side for 180 feet south of 40th and for 40 feet beginning <br />350 feet south of 40th. Dr. Purdy moved seconded by Mr. Wingard to approve the recommendation. <br />Motion carried. <br /> <br />? <br /> <br />11. Parking Prohibition. 30th between Harris and University - School District 4 requested <br />prohibition of parking on 30th Avenue between Harris and University. The School District <br />reported it is difficult for children crossing 30th to see oncoming traffic. The Public <br />Works Department recommended prohibition of parking on the eorth side of 30th from Harris <br />to University, and on the south side for 100 feet east and west of the centerline of <br />Potter Street. Dr. Purdy moved seconded by Mr. McNutt to approve the recommendation. <br />Motion carried. <br /> <br />I 12. Parking Prohibition. Wilson and 7th Place- The Public Works Department recommended parking <br />prohibition on the east side of Wilson Street for 200 feet south of 7th Place to give better <br />vision for ingress and egress for Chuck's Truck Repair off-street parking. Mr. McNutt moved <br />seconded by Mrs. Lauris to approve the recommendation. Humane Society - The Mayor and Council members were invited to an open house to be held at the <br />Humane Society's shelter, 350 North Greenhill Road, on May 7, 1968 at 7:30 p.m. <br /> <br />Mr. Anderson ~ov~d seconded by Mr. Lassen that Items 13 and 14 of the Committee report be received <br />and filed.
