Waiver and Contract Award, Sidewalk at 556 Pearl - The Public Works Department <br />recommended approval of request from Craig Tomlinson for waiver of bid procedure <br />and award of contract for $160.00 to Emerald Concrete Company for construction of <br />sidewalk at 556 Pearl Street. Mrs. Lauris moved seconded by Dr. Purdy to approve. <br />Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 11 and 12 of the Committee report. Roll- <br />call vote. All councilmen present voting aye, motion carried. <br /> <br />2 <br /> <br />13. Sewer Connection, 93 North Polk - Gordon Olsen requested permission to connect to <br />the main trunk sewer line at 93 North Polk to accommodate proposed apartment con- <br />struction. The Public Works Department recommended approval of a temporary con- <br />nection through a revocable permit, stating the conditions of assessment and <br />requiring reconnection when laterals are installed. Mr. Wingard moved seconded by <br />Mrs. Hayward to approve the recommendation. Motion carried. <br /> <br />3 <br /> <br />14. Amending Code, Parking Enforcement - A proposed ordinance was presented which would <br />permit a car which was booted to be towed after 9:00 a.m. on the day following the <br />day the boot was put on. Under the present ordinance, a car cannot be towed until <br />72 hours after being booted. Dr. Purdy moved seconded by Mrs. Lauris to adopt the <br />amendment. Motion carried. <br /> <br />4 <br /> <br />15. Quitclaim Easement, EWEB - The Eugene Water & Electric Board requested authorization <br />for execution of a deed quitclaiming an electric distribution line easement no longer <br />needed adjacent to the McKenzie Highway to John B. and Evangeline Winslow. Mrs. Lauris <br />moved seconded by Mr. Anderson to authorize the deed. Motion carried. <br /> <br />Mr.Anderson moved seconded by Mr. Lassen to approve Items 13,14,and 15 of the Committee report. <br />Motion carried. <br /> <br />5 <br /> <br />16. 18th-19th One-way Couplet - Copies of a letter from Lee Bishop, 1960 Olive Street, <br />were distributed to Council members. The letter reiterated Mr. Bishop's contention <br />that 18th and 19th should not be made into a one-way couplet, rather parking re- <br />moved from 18th and that street made four-lane, two-way. <br /> <br />6 <br /> <br />17. Lane Regional Air Pollution Authority - Verner Adkison, on behalf of the Authority, <br />expressed appreciation for co-operation of the City Council and City departments <br />during transition of the air pollution control office to a Regional Authority." <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to receive and file Items 16 and 17 of the Committee report. <br />Motion carried. <br /> <br />Mayor Cone left the meeting and Council President Anderson presided. <br /> <br />ORDINANCES <br /> <br />7 <br /> <br />Council Bill No. 8494 - Vacating portions of Arthur Street, Cooper Street, Cross Street, and <br />Cleveland Street south of Cross Street, was submitted and read in full. <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. <br /> <br />Juanita Duty, 2091 Roosevelt Boulevard, objected to vacation of the streets on the basis of devalua- <br />tion of property in her ownership located on Roosevelt Boulevard and Bethel Drive. The Planning <br />Director explained these vacations were worked out with Oregon Electric Railroad, owner of abutting <br />properties, over a period of time. An equal volume of property, less about 300 square feet, will <br />be dedicated by the Railroad Company for public right-of-way. <br /> <br />Ralph Hamilton, Oregon Electric representative, explained that the exchange of land will provide for <br />realignment of the streets and was originally proposed by the City to better serve the industrial <br />area. <br /> <br />Mr. Wingard moved seconded by Mr. McDonald totable the ordinance to give the Council an opportunity <br />to look at the area on tour. Motion carried. <br /> <br />Mayor Cone returned to the meeting and assumed the Chair. <br /> <br />8 <br /> <br />Council Bill No. 8495 - Vacating easements within Jensens Industrial Tract was submitted and <br />read in full. <br /> <br />Mr. Anderson moved seconded by MIa Lauris that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />second time by council bill nurnberonly. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that the rules be suspended and the bill read the third <br />time by council bill number only, wifu unanimous consent of the Council. Motion carried unanimously <br />and the bill was read the third time by council bill number only. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that the bill be approved and given final passage.
