He said if the Board doesn't assist local governments, then <br />local governments would act under pressure which would result in unrealistic speeds. The Traffic <br />Engineer also pointed out that should the City undertake the amount of investigation done by the <br />State in setting the speeds, it would require an increase in personnel and equipment, probably as <br />much as $30,000 to $40,000 annually. <br /> <br />A vote was taken on the motion to approve, and motion carried unanimously. <br /> <br />1 <br /> <br />b. Coburg from Ferry Street Bridge to north City limits - The existing speed onCoburg <br />Road is 40 mph from south of the Ferry Street Bridge to the north City limits, and <br />the State Speed Control Board recommends retaining that limit. The Public Works <br />Department' recommended a 30-mph zone from south of the Bridge to just north of <br />Oakway Road, or a 35-mph zone from south of the Bridge to Harlow Road. <br /> <br />Mr. Wingard moved seconded by Dr. Purdy to recommend a 35-mph speed from south of <br />theFerry Street Bridge to Harlow Road. Motion carried. <br /> <br />2 <br /> <br />c. 2nd from Blair to Garfield - The existing speed limit on this section is 25 mph, <br />and the Control Board recommended changing it to 35 mph. The Public Works Depart- <br />ment feels 30-mph limit should be set since the street is similar to Garfield on <br />which the State Board set a 30-mph limit. Dr. Purdy moved seconded by Mr. Anderson <br />to recommend a 30-mph speed limit on 2nd from Blair. to Garfield. Assessment Deferral Policy, Highway 126 Right-of-way - The City Manager explained <br />that about $25,000.00 total assessments will be involved on properties which appear <br />to be in the acquisition program necessary for Highway 126 right-of-way. It was <br />recommended that contractual agreements be authorized with the property owners in <br />such instances to defer the assessment and interest, both to be collectible if <br />sewer connection is made, or if the State acquires the property, or if plans for <br />the right-of-way acquisition are changed. Dr. Purdy moved seconded by Mrs. Lauris <br />to so defer. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 9 of the Committee report. Paving, sanitary and storm sewers in 1st Addition to Pine Ridge - 100% - The <br />City Manager explained that Mahalo Drive would be extended to.West Hillside <br />Drive in connection with this project to provide a more direct route to Fox <br />Hollow Elementary School, and involves deferral of assessment on two abutting <br />properties until they use the streets to the advantages permitted for corner <br />lots; Mr. Wingard moved seconded by Mr. Lassen to approve the petition. <br />Motion carried. <br /> <br />6 <br /> <br />c.
