Balance of lien is $2,378.67. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to approve the req~ested segregation. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />2: Package Store Class B Liquor License - Submitted by Ted M. Rogane for Bean's Basket Grocery <br />at 34 East 10th Avenue (formerly Eldon W. Bean), as approved by the Police Department. <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to recommend approval of the license. Motion carried. <br /> <br />3 !. Closing East Park Street, Roundup Association - A letter was read from the Roundup Associa- <br />tion requesting closure of East Park Street between 8th Avenue and the alley to the south <br />on July 8 and 9, 1968. The closure is requested to permit operation of pony rides during <br />the Roundup Celebration on those two days. Town Hall Meeting and Chamber of Commerce Forum - The City Manager called the Council's <br />attention to the Town Hall meeting to be held by Governor McCall in Eugene on June 28, <br />1968 at 10:30 a.m. The Governor will speak at a Chamber of Commerce Forum following <br />the meeting and review results of the Town Hall meeting concerning ways the Governor's <br />office can more effectively bolster ~he economy of Lane County. <br /> <br />. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to receive and file Item 1 of the Committee report. Motion <br />carried. <br /> <br />5 <br /> <br />2. Planning Commission Report - April 30, 1968 <br />a. Rezone to RG, 18th between Polk and Chambers, Cosgrave and Associates - The Peti- <br />tioners requested withdrawal of their zone change application. The Planning Com- <br />mission recommended approval. Mr. Lassen moved seconded by Dr. Purdy to approve <br />the recommendation. Motion carried. <br /> <br />6 <br /> <br />b. Sidewalk Waiver, 2668 Donner Place - A petition from residents of Donner Place, <br />a cul-de-sac off Country Lane, requested waiver of requirement for sidewalk in- <br />stallation in conjunction with construction of a new residence at this location. <br />The Public Works Director said this area is under a blanket waiver awaiting com- <br />pletion of sewer construction. Mr. Wingard moved seconded by Mrs. Hayward to <br />grant the waiver. Motion carried. <br /> <br />e' <br /> <br />7 <br /> <br />c. Time Extension, Use Variance Donald and Willamette - Balzhiser, Rhodes, Smith and <br />Morgan, architects for John Hirons' garden center project, requested extension <br />of time for presentation of design development drawings and bid documents. The <br />Planning Commission recommended a four-month extension. Mrs. Hayward moved <br />seconded by Mr. Wingard to approve the recommendation. Motion carried. <br /> <br />. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Items 2a, 2b, and 2c of the Committee report. <br />Motion carried. <br /> <br />8 3. <br />:; <br />!I <br />i: <br />I' <br />I; <br />! <br />i' <br />i ~ <br /> <br />Charter Study Commission - A letter was read from the Lane County Labor Council request- <br />ing (1) establishment of an ad hoc Charter Study Commission to analyze the City Charter <br />with respect to legislati~authority of the Council in those matters affecting City- <br />employe relationships; (2) a report to the Council based on that analysis with such a <br />report to be used in the future in establishing policy with regard to City-employe re- <br />lationships; and (3) the Commission membership to include legal counsel for the City, <br />representatives of the Lane County Bar Association and of City employe labor unions, <br />and such other citizens as the Council may direct. The City Manager said if the <br />Council decides to proceed with a Charter revision program, rather than analyze only <br />that portion having to do with City-employe relationshipk probably a complete Charter <br />study should be made~ He pointed out that because of the many ramifications and time <br />consuming work involved, appropriation of funds should be considered for the neces- <br />sary legal work. <br /> <br />'. <br /> <br />,. <br />~~ <br /> <br />, <br />,. <br />(\ <br /> <br />Lyle Swetland, secretary of the Labor Council, agreed that the problem was broader <br />than just employe matters, suggesting that it may be necessary to seek a different'- <br />type of City government more responsive to the will of the electorate and possibly <br /> <br />./ <br /> <br />et. <br />'/ <br /> <br />~~-- <br /> <br />5/27/68 - 7 <br />
