He said such a study might be funded through a grant <br />from an outside agency. <br /> <br />The City Manager suggested a preliminary study to determine the scope of Charter <br />revision which might be undertaken. Councilman Anderson suggested that the Mayor <br />appoint a committee to determine procedures - whether to seek foundation money to <br />revise the Charter, membership of a Charter Study Commission, and generally to give <br />guidance with regard to areas of the Charter which should be given study. Mayor <br />Cone expressed firm opposition to any change in the Council-Manager IDrm of government. <br /> <br />Mr. Anderson moved seconded by Mrs. Hayward that the Mayor appoint a committee to <br />bring back a report as to whether a Charter revision should be made, procedures to <br />be followed should it be made, and methods of funding. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 3 of the Committee report. Motion carried. <br /> <br />Councilwoman Lauris asked if the League of Oregon Cities would do this work under fees paid by the <br />City. The City Manager said the League would provide materials f~om their library and advice with <br />regard to general proposals, but the dues structure would not provide for technical drafting help <br />necessary if the Charter is revised. <br /> <br />1 <br /> <br />4. Trailer Variance Extension, 13th and Olive - The variance allowing use of a trailer <br />for Kendall Ford office at 13th and Ulive has expired. The City Manager explained <br />that the variance permitting use of a tent at the same location for sales space will <br />soon expire and suggested extension of both since there are no Code enforcement <br />problems. Mr. Lassen moved seconded by Mr. Wingard to grant a six-month extension <br />of the variances, with review at the end of that time. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 4 of the Committee report. Motion carried. <br /> <br />Councilmen Lassen and McDonald questioned extension of the variances after this. They both felt <br />another extension should not be granted unless Kendall Ford has another site located and buiMings <br />under construction. <br /> <br />2 <br /> <br />5. Curb Cut, 62 West 29th Avenue - Keith Carter requested lO-foot extension of the <br />existing 20-foot curb cut at 62 West 29th Avenue to accommodate safe exit from the <br />car wash building. The Public Works Department recommended approval. Mr. Wingard <br />moved seconded by Mr. Anderson to approve the oversize curb cut. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 5 of the Committee report. Motion carried. <br /> <br />3 <br /> <br />6. Curb Cut, Valley West at Bailey Hill Road and Warren Street - The Planning Commis- <br />sion approved a planned unit development for Ellison and Platz in this area, including <br />design of the parking area in a single-family residential section to accommodate park- <br />ing perpendicular to the street and requiring a 192-foot curb cut. The City Manager <br />said the arrangement is contrary to normal requirements and isn't desired as a rule, <br />but would be acceptable in this situation. Mr. Anderson moved seconded by Mr. Wingard <br />to approve the requested curb cut. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 6 of the Committee report. Motion carried, <br />Councilman Purdy abstaining. <br /> <br />4 <br /> <br />7. Hayes Street Parking - A report was presented from the Public Works Department with <br />regard to investigation of prohibiting parking on one side of Hayes Street from 18th <br />Avenue south requested by Councilman McDonald. It was felt removal of parking from <br />one side would not lessen hazards for children because of resulting two-way traffic. <br />The Public Works Department recommended circulation of a questionnaire to owners of <br />property on Hayes Street between 18th and 22nd to determine if they want a parking <br />restriction on one side of the street, and if so, which side. Dr. Purdy moved <br />seconded by Mr. Anderson to approve the recommendation. Motion carried. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to approve Item 7 of the committee report. <br /> <br />Councilman McDonald pointed out that most of the homes on Hayes from 18th south are occupied by <br />renters. <br /> <br />Discussion resulted in Mr. Anderson's changing his motion, with the consent of the second, to approve <br />circulating a questionnaire, but that it be sent to both renters and property owners, providing they <br />are separately identified. Motion carried. <br /> <br />5 <br /> <br />8. Ordinance, Garbage Haulers License Tags - An ordinance was proposed which would require <br />issuance of metal license tags to garbage haulers to identify all garbage trucks licensed <br />by the City. The City Manager explained enforcement problems with regard to City <br />licensed garbage trucks because of garbage trucks from outside the City using the same <br />dump site. Mr. Lassen moved seconded by Mr. Wingard to adopt the proposed ordinance. <br />Motion carried. <br /> <br />6 <br /> <br />9. Ordinance, Auctioneers License - The Finance Department recommended issuance of <br />auctioneers license on a six-month basis instead of a three-month basis as now re- <br /> <br />quired. A proposed ordinance was presented which would amend the Code to provide <br />for the change.
