Motion carried 'unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. Henry Camarot, representing Edgewood Shopping Center, Inc., protested the assessment for storm <br />sewers only. He said the Homebuilders Association also indicated an interest in this item. They feel <br />the policy of assessing properties 'in new subdivisions for storm'sewers up to 24" is discriminatory <br />since properties in other areas of the City are not subject to storm sewer assessments. Mr. Camarot <br />asked that this council bill be held over so that additional information could be gathered on the <br />City's policy with regard to storm sewer assessment. <br /> <br />The City Manager said the Council adopted the policy that storm sewers up to 24" in new subdivisions <br />would be paid for by the subdivider and property owner after many discussions between the Council, <br />members of the Homebuilders Association, P:'anning Cormnissiori, and others. He said that this par- <br />ticular project was petitioned by the subdivider with the knowledge that the cost of storm sewers <br />would be assessed, and that the ordinance authorizing the project included storm sewers and was <br />passed at a public hearing with no protest from the subdivider. He further stated that if the City <br />is challenged on this policy, it may be that assessment for future projects will have to be made be- <br />fore the work is done arid the City I S funds used. . <br /> <br />Councilman Purdy asked about contracts between subdividers and the City covering cost of 'storm sewers, <br />and the Manager explained that contracts were used prior to adoption of the assessment policy and <br />before notification was given and public hearings held on storm sewer projects. <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the 'third t1me by council bill number <br />only, with unanimous consent of the Council.
