Tree Planting, University Street - Councilwoman Lauris suggested that some trees <br /> it be planted along University Street between the recently installed parking meters to <br /> enhance the landscape. <br /> Mr. Anderson moved seconded by Mr. Lassen that Item 2 of the Committee report be received and filed. <br /> Motion carried. <br />2 3. Amazon Parkway Access - Councilman Wingard asked that it be suggested to the Planning <br /> Commission before approval of the planned mit development for the Rubenstein property <br /> gaining access from the Amazon Parkway that it is made certain that plans for develop- <br /> ment include proper traffic patterns should the access be revoked. He asked that it <br /> be emphasized that the plans not be approved unless they provide for Proper ingress and . <br /> egress to Willamette'Street should the Amazon Parkway egress be closed: The Planning <br /> ~ <br /> Director said the development is in the pre-preliminary stage at this time, and the <br /> Planning Commission has expressed concern about height of buildings proposed and the <br /> traffic'patterns. <br /> Mr. Anderson moved seconded by Mr. Lassen that Item 3 of the Committee report be received and filed. .: <br /> Councilman Wingard said he felt a sign should be posted near the off-ramp informing the public of the <br /> revocable nature of the access so that tenants of theproperty would be forewarned should the entrance II <br /> be closed. <br /> Mr. Wingard moved seconded by Mrs. Hayward to amend the motion to provide that a sign be posted at or <br /> near the property line reading, "This egress may be closed at any time by action of the Eugene City <br /> i: Counci 1. " Motion carried. <br /> !' <br /> A vote was taken onthe original motion as amended, and motion as amended carried. <br />3 4. Campaign Information,Juiy.30 Election - Pierre VanRysselberghe made a report on progress <br /> of the campaign and asked for comments from the Council. He said there have bem no re- <br /> sults in trying to raise funds needed for printing and to defray the cost of using <br /> school buildings for public meetings. Short announcements are being made at service . <br /> club meetings and'''Letters to the Editor" are being encouraged. <br /> Councilwoman Hayward reported a group of ladies she met with suggested sending post- <br /> it cards to those not voting at the lastCity election instead of making phone calls, <br /> l' information through news media on how to obtain absentee ballots, .and some illustra- <br /> i' tion at public meetings of City services such as a bookmobile, fire engine, demon- <br /> ;' stration by police department, etc. They also suggested a real effort be made to <br /> inform senior citizens of services available through City services. The City Attorney <br /> was asked if ~ is possible to hold the City election concurrently with the next School <br /> Distric.t election; and he .replied it is possible but because of the limited time avail- <br /> ~ ; able for necessary legal advertising, there may be a problem of mechanics. <br /> I . <br /> " Mr. Anderson moved seconded by Mr. Lassen that Item 4 of the Committee report be received and filed. <br /> Motion carried. <br /> The City Manager announced that meetings to explain City budget problems and reasons for the July 30 <br /> I election are scheduled for Wednesday, July 24, at 8:00 p.m. at Sheldon Community Center, and Thursday, <br /> July 25, at 8:00 p.m. at Cascade Junior High School. City equipment will be displayed at both meetings. <br /> '. <br />4 5. Planning Commission Report - July 2, 1968 '- , <br /> a. Rezone to C-2 northeast corner of 40th and Donald, Sletten - The Planning Commis- <br /> sion recommended approval of the petitioner's request for withdrawal of the peti- <br /> tion. Mr. Wingard moved seconded by Mr. McDonald to approve the reco~mendation. <br /> Motion carried. <br />5 b. Rezone to R-2 area east of Potter Street at East Amazon Drive, Thompson - The <br /> , Panning Commission recommended denial of the change from RA to R-2. However, <br /> ,; the Planning Commission granted pre-preliminary approval for a planned unit de- <br /> " <br /> ,I velopment for the site, since the development grouping. presented seemed reasonable <br /> for the nine-acre site because of land contour. Mr. Wingard moved seconded by <br /> Mr. McDonald to deny the R-2 zoning. The Commission did recommend expansion of the existing . <br /> variance to allow general office use for the second story providing (1) there is <br /> adequate off-street parking, (2) a paved parking lot is constructed, (3 ) signs are <br /> I' limited to the size allowed in residential zones, and (4) this use is reviewed by <br /> , the Planning Commission after five years to determine whether it is still compatible. <br /> f: <br /> Mrs. Lauris moved seconded by Mr. Wingard to approve the Planning Commission recom- <br /> mendations. Rezone to R-2 property at 343 Lassen Street, Mohler - The Planning Commission recom- <br /> mended denial of the, change from RA which would allow use of an existing single- .~ <br /> ,) family structure as a duplex.
