Waivers for Signs in Special Setbacks - As a matter of Council policy, for some <br />. time waivers have been issued administratively through the BuildingDepartment per- <br /> mitting signs in special setbacks on streets designated in the zoning ordinance <br /> for possible future widening. These waivers were granted with the understanding <br /> the signs would be removed when requested by the City. The new zoning ordinance <br /> includes some special setback streets, and the Planning Commission has asked that <br /> the practice of granting waivers be discontinued in order to protect the setbacks <br /> not included in thenew zoning ordinance. The moratorium, declared until adoption <br /> of the new sign ordinance, prohibits signs which are not in compliance with the <br /> new ordinance. The sign industry requests that the "permit by waiver" continue. <br /> Mrs. Lauris moved seconded by Mr. Lassen to rescind the staff authority to grant <br /> sign waivers in special setbacks. Motion carried. <br /> 2 8. Baggage Service, Southern Pacific - The Public Utilities Commissioner notified <br /> interested pa rties of Southern Pacific's proposal to discontinue handling Oregon <br /> intrastate baggage, other than hand, in passenger train service. Interstate handl- <br /> ing between Oregon and California was discontinued May 1, 1968. The PUC asked <br />. interested parties to notify his office of any affect by discontinuance of either <br /> service and whether they desire to appear at public hearings in the proceeding. <br /> Councilman Wingard said he felt everything possible should be done to maintain <br /> what service there now is, and mentioned the possibility that if service continues <br /> to diminish present transportation rights-o€-way will have to be purchased for <br /> mass transportation facilities in the future. <br />- Mr. Anderson moved seconded by Dr. Purdy to withhold action until a report is <br />. brought back from the local Southern Pacific agent on the extent of use of baggage <br /> service in and out of Eugene. Motion carried. <br /> Mr.Anderson moved seconded by Mr.Lassen that Item 7 and 8 of the Committee report be approved. Motion <br /> carried. <br /> 3 9. Swimming Pool Attendance - The Parks Department reported an increase of 9,294 in <br /> attendance over the same period last year at the City's swimming pools. <br /> 4 10. Riverfront property payments - The City Manager reported notes signed by individual <br /> citizens as collateral for borrowed money to purchase Riverfront properties are due <br /> and will require payment of $20,000 or renewi of the notes. He said funds were in- <br />. c1uded in the 1968-69 budget for this purpose with no consideration of deletion in <br /> the recent budget reductions. Application will be made to the Federal government <br /> for reimbursement through the open-space program. It was understood the notes <br /> would be paid. <br /> 5 II. Special Election, July 30, 1968 - Pierre VanRysselberghe, Ralph Cobb, David Whit- <br /> bread, and Leonard Calvert were present to discuss campaign plans for the forth- <br /> coming election to gain approval of a $330,000 levy outside the 6% limitation. <br /> Possibility of utilizing speakers, telephone campaigning, public meetings, etc. , <br /> was discussed. Councilman Purdy asked if the City can legally purchase advertising <br /> and television and radio time to explain the election issue. The City Attorney said <br /> City funds cannot be used to "sell" the measure, but he will check further and report <br />. back with regard to use of City funds to pay such media for material used in the <br /> nature of a voters pamphlet. It was understood the campaign committee would meet <br /> with the Council at its Thursday noon meetings to continue discussion and planning <br /> as the campaign progresses." <br /> Mr. Anderson moved seconded by Mr. Lassen that Items 9, 10, and 11 of the Committee report be received <br /> and fi led. Motion carried. <br />.. The City Attorney gave the opinion that City funds cannot be used to purchase advertising and radio <br /> and television time for explanation of election issues. <br /> Committe e meeting held July 18, 1968: <br /> "Present: Mayor Cone; Councilmen Lauris, Hayward, McDonald, and Wingard; City Manager <br /> and staff; and others. <br /> 6 I. Poverty Program, Lane Human Resources - Councilwoman' Hayward called attention to a <br /> hearing scheduled for Saturday, July 20, on the Lane Human Resources proposal for <br /> a poverty program in this area. She suggested the City be represented at the hear- <br />. ing and recommend that poverty programs be adminstered locally. The City Manager <br /> explained that it was necessary for local governing bodies to take action by <br /> July 15 to indicate whether a poverty program is wanted in the community. Lane <br />. County was eligible but did not act. As a result, it is the responsibility of <br /> the Governor's office to determine poverty needs in this area, which is the pur- <br /> pose of the hearing. <br /> Robert Elfers, Lane County administrator, said the hearing is being co-ordinated by <br /> the Governor's office and the County, and the County will probably take a position <br /> after the hearing when the feeling of the community has been determined with regard <br /> to what has been accomplished by Lane Human Resources. <br />Co <br /> 7/22/68 - 13 ..... <br />
