<br /> COMMITTEE REPORTS .
<br /> Committee meeting held July 25, 1968: --
<br /> "Present: Mayor Cone; Councilmen Anderson, Lauris, McNutt, Hayward, McDonald, and Wingard;
<br /> City Manager and staff; and others.
<br />2 l. Leash Law - Councilman McDonald moved seconded by Mrs. Lauris that the City Attorney
<br /> develop a leash law for adoption by the Council. Motion carried.
<br />3 2. Sign Ordinance Hearings - Councilman Anderson suggested that if hearings on the new
<br /> sign ordinance are not completed soon the sign moratorium will have to be extended
<br /> beyond its expiration date (Augus t 12, 1968). He moved seconded by Mrs. Hayward that
<br /> the Council accept no new material or information with regard to the sign ordinance
<br /> after the Monday night meeting, July 29. .

<br /> In discussion it was brought out that numerous meetings were held by the Planning Com-
<br /> mission at which there was the opportunity to present information and arguments, and
<br /> that if sections of the ordinance are found to unworkable after its adoption, it
<br /> can be amended. The City Attorney reminded the Council that this is a legislative
<br /> ordinance and has nothing to do with zoning, that the Planning Commission is making
<br /> recommendations only, and the Council needs not refer any part of the ordinance back
<br /> to the Planning Commission.
<br /> A vote was taken on the motion as stated, and motion carried, Councilmen Anderson,
<br /> Lauris, Hayward,. and Mayor Cone voting yes; Councilmen McNutt, McDonald, and Wingard
<br /> voting no. .
<br />4 3. Workable Program - The City Manager announced recertification was granted Eugene's
<br /> Workable Program. The new certification expires August 1, 1969.
<br /> Mr. Lassen moved second~d by Mrs. Lauris that Items 1, ~, and 3 of- the Committee report be received
<br /> and filed. Motion carried.
<br />5 4. Assessment Segregation, 4590 Fox Hollow Road, Jones - Segregation of $1,979.40 of 1,
<br /> the sewer assessment against property at 4590 Fox Hollow Road was requested by
<br /> Emmett L. Jones. The lien remaining against the property would be $1,244.38. The
<br /> Finance Department recommended approval. Mr. McDonald moved seconded by Mrs. Lauris
<br /> to approve the segregation. Motion carried.
<br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 4 of the Committee report.' Rollcall vote.
<br /> All councilmen present voting aye, motion carried.
<br />6 5. lQth and Oak Parking Structure - Copies of a report prepared by N. G. Jacobson &
<br /> Associates, consulting engineers, were distributed to Council'members giving the
<br /> proposed schematic design and cost estimates of the 10th and Oak "Overpark." Also
<br /> submitted was a report from economic advisers, Shorett & Riely, on the feasibility ~I
<br /> of commercial development of the ground-floor area.
<br /> Norman Jacobson showed schematic drawings of the structure which provide about ,t
<br /> 25,000 square feet of commercial space on the ground floor and mezzanine level, with ~-
<br /> alternate desi~s for screen wall facade permitting 617 parking spaces or precast
<br /> spandrel facade permittfng 597 parking spaces. Mr. Jacobson explained proposed
<br /> operation of the structure, traffic patterns, ramp grades, 'clearances, etc. The
<br /> proposal contemplates a 20-foot setback on the Oak Street side and widening of Oak
<br /> to allow two lanes of traffic to enter the structure, with the 10th Avenue setback
<br /> remaining as it now is.
