Free Swimming Lessons - The City Manager read a letter from Mrs. Harry Cronan <br /> . thanking the City for providing free swimming lessons for the children of Eugene. <br /> 2 11. Protests, Dry ZoneChanges - The City Manager read a letter from Mrs. Grace Myrtle <br /> Payne protesting changes in the "dry zone" around the University of Oregpn which <br /> would make liquor easier to chtain. <br /> 3 12. Adult Education Classes, Jail Trustees - A report was read from the Police Chief stating <br /> a program was started in April in connection with the Lane Community College Adult Educa- <br /> tion Section, for the purpose of educating jail trustees toward obtaining their high <br /> school equivalency certificate. The Program is paid for by the Adult Education Division <br /> of the Lane Community College. Since the program was started, several prisoners have <br /> been taught to read and write, two have taken their GED test and passed and another will <br /> be tested shortly. The course is on a voluntary basis and will be conducted for as long <br /> as any benefit will be gained from it. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Items 8, 9, 10, 11, and 12 of the Committee report be <br /> . received and filed. Motion carried. <br /> 13. Planning Commission Report - July 22, 1968 <br /> 4 a. Temporary Use, 55 and 81 West 7th, Trippett - The Planning Commission recommended <br /> approval of Lee Trippett's request for temporary use of this property for light <br /> manufacturing, until Urban Renewal acquires the property, subject to review of the <br /> - use in 18 months. Dr. Purdy moved seconded by Mr. McNutt to approve the recom- <br /> mendation. Motion carried. <br /> . 5 b. Vacation City View - Amending previous action taken on July 8, 1968, the Planning <br /> Commission recommends to the City Council approval of vacation of City View north <br /> of Shields Avenue and a portion of C eve land and Arthur Streets. Mr. Anderson <br /> moved seconded by Mr. Lassen to proceed with the public hearing set for August 26. <br /> Motion carried. <br /> 6 14. Right-Turn Lane, 13th and University - Mr. Anderson moved seconded by Mr. Wingard to <br /> approve the Public Works Department recommendation to install a right-turn lane on the <br /> south side of 13th Avenue for eastbound traffic turning south on University Street. The <br /> channelization will require relocation of bus stops on 13th Avenue which have been ap- <br /> proved by the Bus Company. Motion carried. <br /> . 7 15. Oversize Curb Cut, 3550 West 18th - Mr.Wingard moved seconded by Mrs. Lauris to approve <br /> the Public Works Department recommendation to grant a 45-foot curb cut requested by <br /> Mark W. Christensen at 3550 West 18th to accommodate storage of large drilling rigs <br /> and trucks. Motion carried. <br /> 8 16. Stop Signs, West Belt Line at Barger and Royal - Mr. Lassen moved seconded by Mr.McDonald <br /> to approve the Public Works Department recommendation to install stop signs for eastbound <br /> and westbound traffic at the intersections of Royal Avenue and Barger Avenue with West <br /> Belt Line Road. This is an emergency measure and will be in effect until a signal system <br /> is ins ta lled . The Public Works Director said the new stop signs could be presigned to <br /> alert drivers of the new stops. Motion carried. <br /> - Mr. Lassen moved seconded by Mrs. Lauris that Items 13a, l3b, 14, 15, and 16 of the Committee report <br /> be approved. Motion carried. <br /> 9 17. Harlow Road Right-of-way - The City Attorney recommended settling for $790.00 for the <br /> purchase of Harlow Road right-of-way from Philip Grant, 2991 Harlow Road. Mr. Anderson <br /> moved seconded by Dr. Purdy to approve the recommendation. Motion carried. <br /> ~ Mayor Cone entered the meeting and assumed the Chair. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 17 of the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 10 18. Fence, 12th and Garfield - The Public Works Department reported that a fence constructed <br /> at the northeast corner of 12th and Garfield meets requirements of the old zoning ordinance <br /> which was in effect at the time the fence was constructed. He also reported thatthe fence <br /> does not extend into the vision clearance at 12th and Garfield. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Item 18 of the Committee report be received and filed. <br /> Motion carried. <br /> . 11 19. New Careers Conclave, San Francisco, September 3-5 - The City Manager read a letter <br /> from the League of Oregon Cities inviting Eugene to send four representatives to the <br /> .. New Careers Conclave in San Francisco, California, on September 3-5, 1968. The New <br /> Careers program is designed to give on-the-job training to people who do not normally <br /> qualify for the position in which they are placed. With this on-the-job training, <br /> eventually the employe will be qualified for the job and for advancement to other <br /> positions. The City Manager cited the city of Portland as an example as they are <br /> initiating a training program of this nature in the police department. The City <br /> Manager recommended that the city of Eugene participate in the Conclave. Mr.Anderson <br /> moved seconded by Mrs. Lauris to endorse the City's participation in the Conclave and <br /> to send three or four representatives. Motion carried. Mrs. Hayward was nominated' <br /> C- as a candidate to go, along with the Personnel Officer and the City Manager, plus a <br /> member of the Civil Service Commission. <br /> 8/12/68 - 15 .... <br />
