I: C/ I "Present: Mayor Cone; Councilmen Anderson, Lauris, ,Purdy, McNutt, Anderson, Lassen, Hayward, I McDonald, Wingard; City Manager and staff; and others. i; 1 ' 1.Signing McLean Boulevard - Councilman McNutt reported he has received a call regarding the maintenance of McLean Boulevard on the portion which is not paved and the signing of the hairpin turn on this portiqn. The Public Works Director said he would issue orders for signing the hairpin turn. He also said it is the policy of the Public Works Department ~o grade streets of this type only once a year. 2 2. Council Appointment, Charles Teague - Mr. Anderson moved seconded by Dr. Purdy to accept the unanimous selection of Mr. Charles Teague, 2098 Olive Street, to fill the Council position being vacated by R. E. McNutt, Ward 4, for the term ending January 6, 1969. " Mr. Teague was selected from a field of six candidates. Motion carried. l " I " Dr. Purdy moved seconded by Mr. Lassen that Mr. Teague's term begin August 12, 1968. " I, Motion carried. ~ 3 3. Fires on South Betelson Road - Mr. Lassen reported there have been two fires on South Bertelson Road in the past week in the area south of 11th on the west side and asked I that the existing rundown housing in the area be abated. " -' 4 4. City Elections - Mr. Lassen mentioned that at the last two City elections there has been a mixup at his voting precinct regarding the opening of the polls and lack of notification to poll workers. Discussion followed regarding the possibility of having << the County Election Department run the City elections, and the Ffrran-c'e Director stated ' :/ this was not possible due to the conflict with other legal election procedures. 5 5. 30th Avenue Overpass - Mr. Wingard asked about the status of the proposed 30th Avenue overpass, and the Public Works Director stated plans are in the design stage and I' that there are still some questions regarding the location of the overpass. The City Manager stated he had been in close contact with the residents of the area regarding the location. 6 6. Sewers, Bethel-Danebo - Mr. Lassen asked if the City was doing any sewer work in the Bethel-Danebo area, and the Public Works Director stated two area were under considera- tion and the other areas have been completed. " i : Mr. Lassen moved seconded by Mrs. Lauris that Items 1, 2, 3, 4, 5, and 6 of the Committee report be I. received and fi led. Motion carried. 7 )1 7. Sidewalk Installation - The Public Works Department recommended installation of side- walks at' the following locations, with property owners of affected properties to be given until September 1, 1968 for completion of the described sidewalks, and that all " walks not installed by that date be advertised for bid for construction by City contract: I a. 452 West 27th Place - Owned by Merlyn N. Naffziger. Mrs. Lauris moved seconded " by Mr. Lassen to approve the Public Works Department recommendation. Motion tarried. I . b. Southwest corner 27th'Place and Lincoln - Property owned by Harold W. Pollock. Dr. Purdy moved seconded by Mr. Anderson to approve the Public Works Department , recommendation. Motion carried. c. Northwest corner 27th Place and Lincoln - Property owned by Philard L. Rounds. Mr. An~erson moved seconded by Mr. McNutt to approve the recommendation of the Public Works Department. Motion carried. '.' :: d. Northwest corner 26th and Oak - Owned by Mary Wiley. Dr. Purdy moved seconded by Mr. McNut;t to approve the recommendation of the Public Works Department. Motion carried. e. Southwest corner 25th and Oak - Property owned by Arthur A. Wick. Dr. Purdy moved seconded by Mr. McNutt to approve the recommendation of the Public Works Department, with the decision to remove trees in the area of the sidewalk construction to be made at a later date. Motion carried. f. Southwest corner 18th and City View - Owned by George Keating. Mrs. Lauris moved seconded by Mr., McNutt to approve the recommendation of the Public Works Department. Motion carried. Mr. Lassen moved seconded by Mrs. Lauris that Item 7a through 7f of the Committee report be approved. t Motion carried. 8 8. Proposed Reduction Baggage Service, Southern Pacific - The City Manager read a letter .. from Southern Pacific Company stating information regarding propos,ed reduction of baggage service to Eugene would be forthcoming. 9 :~ 9. Employment, Foreign Students - The City Manager read a letter from SylCoker" Broughton Gilpin, and A. Yaya Fanusie thanking the City for help in assisting them in gaining employment in the Eugene area so they may remain in the United States and continue their education. . '/ ~ 8/12/68 - 14
