Motion carried. <br /> " <br /> The City Manager said if the draft of the new sign ordinance including the changes is brought back for <br /> Council consideration at its August 26 meeting, the sign moratorium ordinance could be repealed at <br /> that time. <br /> 2 4. Crash/Rescue and Fire Fighting Equipment, Airport - The Fire Chief introduced Fred Darby <br /> and Frank McRae who had demonstrated a Go-Track, Ltd., chasis with Ansul Corporation <br /> fire fighting equipment for crash/rescue equipment at Mah10n Sweet Field. Films were <br /> I shown illustrating maneuverability, power, speed, load weights, etc. , of the tractor <br /> , <br /> vehicle, and of the fire fighting equipment showing effectiveness of light water and , <br /> Purple K dry chemical. It was explained that the chasis is distributed only by North- <br /> west Roads, but that the fire fighting equipment would be purchased under bid. The cost <br /> of the complete unit was estimated at $55,000 to $57,000. The Fire Department recom- <br /> mended its purchase. <br /> Councilman Lassen asked about plans for manning the equipment, and the Fire Chief said .- <br /> volunteers from the airport will be used until such as annexation and growth warrant a <br /> .' fire station for the airport and surrounding area. Dr. Purdy asked if funds have been . <br /> " budgeted, and the Manager replied that funds are available from bond issues. <br /> -~ <br /> Charles Wiper said the Airport Commission recommends purchase of the equipment. He ex- <br /> plained that the-airport is without crash equipment and he stressed the urgency for its need. <br /> Mr. Wingard moved seconded by Mr. Anderson to purchase ,the equipment. Motion carried. <br /> I' Mr. Anderson moved seconded by Mr. Lassen to approve Item 4 of the Committee report. <br /> " <br /> .' <br /> " <br /> Councilman McDonald inquired about participation by United and Air West in purchase of this equipment. <br /> The Manager said it has -not been considered, that this type of equipment was assumed to be the re- <br /> i- sponsibi1ity of the airport. Airport Runway and Taxiway Proiects - On the basis of Federal Aviation Administration <br /> advice that Federal matching funds were :'available for rebuilding and lighting taxi- <br /> ways and strengthening the main runway, the City gained approval of bond issues to <br /> finance the City's share. Specifications were developed with co-operation of the FAA, <br /> bids were called and opened with a completion date of October), 1968. Under FAA regula- efJ <br /> tions, before contracts can be awa-rded, bids must be submitted to the FAA for approval. <br /> This was done, with no indication from the FAA that funds would not be forthcoming. <br /> However, the FAA now advises that Federal funds are not available at least until after <br /> , October 1, and that availability of funds then is dependent upon appropriations; The <br /> , Manager recommended trying to obtain the grants originally offered to the City, rather <br /> " <br /> than accepting enough for a portion of the plDject in the hope that the balance will <br /> be forthcoming at a later date. <br /> Charles Wiper explained that if the City proceeds with the projects on its share of the funds, <br /> I Federal funds will be lost. He said commercialaperation at the airport has reached a <br /> critical point, the runways are breaking down under use by the DC9's, and maintenance is <br /> constantly in process to accommodate present use. He said even if funds are available by <br /> October 1, it would be well into winter before the work can be accomplished. The Airport .- <br /> Commission recommended that contact be made with elected repres~ntatives in Washington to <br /> gain contractual agreement with FAA, to assure release of the committed funds by a certain <br /> , date. fj <br /> " <br /> The City Manager said Senator Morse has been contacted but so far nothing has been accom- <br /> I' plished.
