<br /> 1 1. South Amazon Park - Councilwoman Hayward reported that residents of the South Hilyard
<br /> I: Street area whose young people use South Amazon Park were concerned about the acitivi-
<br /> ! ties of a group of teenagers apparently using the Park for headquarters. The City
<br /> Manager said police officers were in contact with the group but so far the teenagers'
<br /> behavior entails no law violation problems. He suggested it might help if the officers
<br /> ii contacted people in the area to determine the nature of the activities with which they
<br /> 1 were concerned. The Police Chief said that night detectives were being assigned to
<br /> . the area during later hours to keep in touch with the problem. He said if names of

<br /> I, Parks Director called attention to the 10:00 p.m. closing hour set for all City parks

<br /> Councilwoman Hayward asked for consideration of an ordinance to prohibit glue sniffing.
<br /> The Assistant City Attorney said one is now being prepared and will be ready for
<br /> Council consideration soon.

<br /> Einrid Neet who lives at 410 East 36th Avenue adjacent to the Park told the Council .'
<br /> I of problems he encountered with the young people using the Park. He said he felt
<br /> the public medical people could enter into the problem because of t~e health hazard. '.
<br /> ,. Mr. Neet suggested installation of a street light to illuminate the west end of the

<br /> I Park to discourage the activities. Vern Fox said he lived on 39th Avenue, and he.
<br /> I: expressed concern for the younger children living near who are prevented from using
<br /> I play equipment .and are abused by the older children, teenagers staying overnight in
<br /> ; the Park, and verbal abuse from the older boys.

<br /> I Discussion continued with regard to vandalism experienced in the City's parks,
<br /> , par-
<br /> i ticularly with reference to South Amazon, and indiscriminate use of the City-owned
<br /> area between South Amazon and Donald Street. No action was taken.
<br /> Mr. Anderson moved seconded by Mr. Lassen that Item 1 of the Committee report be received and filed.

<br /> Councilman Wingard asked about the status of the" glue sniffing" ordinance,. and the City Attorney
<br /> said it would be ready for a committee meeting soon.
<br /> 2 2. Election Measures
<br /> ~ ; t a. Tax Base - The City Manager suggested a ballot measure which would authorize a new
<br /> tax base of $3,999,000 in the event of the defeat of the l~% tax limitation, or a
<br /> three-year serial levy in the event the l~% measure is adopted. The new tax base
<br /> is estimated to provide sufficient City revenues for the next .three years.
<br /> I: Under terms of the proposed tax limitation measure, if it is adopted there would
<br /> be no tax base since the measure provides for the repeal of that part of the State .
<br /> Constitution which sets up the tax base procedure. So the alternative serial levy
<br /> included in the City's tax base measure was suggested to provide for a special
<br /> levy of $1,600,000 for 1969-70, $2,100,000 for 1970-71, and $2,600,000 for 1971-72, to
<br /> provide substantially the same revenues should the l~% measure be approved. The adoption
<br /> of either ,the new tax base of the special serial. levy would provide the same number of
<br /> dollars for operating funds for thenext three budget years.
<br /> Councilman McDonald asked if the additional $1,500,000 which would be authorizeq ..

<br /> by a new tax base would be used in one year or over a three-year period. .It was
<br /> explained that the measure should be written so as to authorize the new base but
<br /> : not necessarily to levy the full amount, it being the purpose to spread it over a
<br /> three-year period. Any difference would be available to apply against debt service
<br /> in order to lower the overall cost-per-thousand rate.
<br /> Mr. Anderson moved seconded by Dr. Purdy to proceed with preparation of a ballot
<br /> measure for authorization of a new tax base or serial levy as outlined for submis-
<br /> sionto the voters at the November 5 election. Motion carried.

<br /> 3 b. Room Tax - A proposed ballot measure was presented which would authorize levying a -..

<br /> room tax. The Manager explained the measure was written to authorize the tax only,
<br /> then by adoption of an ordinance the Council could set the percentage, use of funds, .
<br /> or any, other type of limitation felt desirable.
<br /> ~ .
<br /> Mr. ~cDonald suggested contact be made with the Hotel/Motel Owners Association, and
<br /> it was agreed a copy of the proposed ballot measure would be sent to the Association
<br /> with'a letter inviting them to the next committee meeting.
