Laure1wood Bonds - The proposed measure submitted would authorize issuance and sale <br /> . of $360,000 general obligation bonds to complete the purchase of the Laure1wood <br /> property. The Manager said a review of the purchase agreement and deed revealed no <br /> restrictions on use of the property or resale other than that the School District <br /> shall have first right of refusal should the City decide to sell. Since the pur- <br /> chase agreement provided that deeds be given when payments were made, the City at <br /> this time has title to three-fifths of the property. <br /> Councilwoman Hayward inquired about the possibility of obtaining Federal funds for <br /> , purchase of the property. The Manager said that when the Open-Sapce Program was <br /> initiated golf courses were considered to be eligible for open-space grants, but <br /> this is no longer true because of a policy restriction imposed by the Department <br /> of Housing and Urban Development. <br /> Councilman Anderson suggested the Parks Department develop a schematic plan for <br /> voter information showing the potential mu1tirecreationa1 use of the property so <br /> that the voters will realize it is not intended to be used for golf only. Dr.Purdy <br /> . asked . that the School District be contacted to determine if they have any oral com- <br /> mitment with the original owners with regard to keeping the property free of de- <br /> velopment and as open-space land. <br /> The Parks Director said it is difficult to foretell potential use of the property, <br /> but that its use as a total recreational complex will be too valuable as the City <br /> II grows to maintain it for golf alone. He said investment in an irrigation system <br /> would not be wasted since the property will need to be irrigated regardless of <br /> . whether it is used for golf or other recreational purposes. <br /> Dr. Purdy moved seconded by Mrs. Lauris to prepare ballot measures for authoriza- <br /> tion of a room tax, and for authorization of a bond measure to complete the Laure1- <br /> wood purchase, as outlined for submission to the voters at the November 5 election. <br /> Motion carried. <br /> Councilman McDonald said he felt the tax limitation measure was of prime importance <br /> and questioned whether the other measures being on the same ballot would jeopardize <br /> the <llu1come of that issue. <br /> Mr. Anderson moved seconded by Mr. Lassen to submit a measure on the November 5, 1968 ballot for <br /> ~ $360,000 general obligation bonds to complete the Laure1wood property purchase. <br /> Councilman McDonald said he felt it should be explicitly stated that the Laure1wood property is not to <br /> be used for golf only, that it is intended to be used as a total recreational complex, so that the <br /> voters will understand that at some future date additional funds will be taken for its development. <br /> The City Manager said the Parks Department could produce several alternative plans for the property so <br /> that it will be abundantly clear to the public that the potential for recreation is much more than just <br /> golf. Councilman Anderson suggested that the Parks Director review with the Council the possibilities <br /> for development of the property at a committee meeting within the next 30 days. <br /> Mr. McDonald moved seconded by Mrs. Lauris to amend the motion to add the words "...for recreational <br /> purposes." Motion carried. <br /> . A rollcall vote was taken on the original motion as amended, and motion as amended carried, all <br /> councilmen present voting aye. <br /> 2 d. Street Improvement Levy - A proposed ballot measure was presented which would <br /> authorize a $500,000 levy annually for ten years for street improvements. The City <br /> Manager explained the need for the funds should the l~% limitation measure be <br /> . adopted and because of the results of the Transportation Study and the proposed <br /> West Amazon Parkway development. He said a serial levy for street improvements <br /> was repealed when the last tax base was adopted, and the funds included in the new <br /> tax base have not met the need because of pressure on general operating funds. So <br /> consideration should be given to financing right-of-way acquisition and construc- <br /> tion programs. Since the 1~% limitation measure also provides that revenue measures <br /> can be taken to the voters only in November of each year, it would be another full <br /> budget year before provision could be made for financing. <br /> Mr. Lassen moved seconded by Mr. Wingard to prepare a ballot measure to authorize <br /> a ten-year serial levy for street improvements as outlined for submission to the <br /> vo~ers at the November 5 election. Motion carried. <br /> . Mr.Anderson moved seconded by Mrs. Lauris to approve Item 2d of the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> . 3 3. Jail Improvements - After a report was submitted by SUA, Inc., of their study indicat- <br /> ing several million dollars would be involved in providing new facilities for the <br /> City/County jail, Lane County concluded it would be some time before they would be in <br /> a position to consider such a major investment. SUA was asked to develop a plan for <br /> the existing facility as an interim improvement to resolve major problems now. Lane <br /> County approved the plan submitted and asked the Council's consideration. A design <br /> sketch was displayed showing an additional wing, 9l'xl6', to be constructed on the <br /> west side of the existing jail to provide visitor waiting room, 10-unit visiting <br /> station, and five private rooms for use of attorneys and ministers when consulting <br /> .'1 <br /> -----........".......:.... ._'.'~' .- 8/26/68 - 13 .... <br />
