Mr. Wingard moved seconded by Mr. McDonald to amend the motion to delete "recreational purposes." <br /> A vote was taken on the second amendment (deleting recreational purposes). Motion defeated, Council- <br /> men Lauris, McDonald, and Wingard voting yes; Councilmen Anderson, Lassen, Teague, and Mayor Cone <br /> voting no. <br /> A vote was taken on the first amendment "...not to exceed 3%." Motion carried unanimously. <br /> A rollcall vote was taken on the original motion as amended. Motion as amended carried, all council- <br /> men present voting aye, except Messrs. McDonald and Wingard voting no. <br /> 1 4. Air Quality vs. Trash Burning - The Lane Regional Air Pollution Authority has <br /> scheduled a hearing on its proposed rules and regulations for September 4, 1968. <br /> The Fire Department objects to Section 2-3.4 of the regulations which bans open, <br /> back yard trash burning, and questions whether this restriction will create a greater <br /> danger for the community through the accumulation of trash piles, thereby attracting <br /> rodents and causing fire hazards. The Department suggested this type of burning be <br /> . permitted from 6:00 to 10:00 a.m. during summer months, and from 10:00 a.m. to 4:00 p.m. <br /> during the rest of the year. The Air Pollution Authority proposes that no open burning <br /> be allowed unless an accumulation of trash is large enough to be considered a fire <br /> hazard, in which event it could be burned under special permit. <br /> Vern Adkison, air quality control officer, and Wendell Wick, fire marshal, each pre- <br /> ., sented arguments with regard to the regulation. Councilman Lassen said as a member <br /> of the Authority he felt, since the regulation would not become effective until <br /> . January 1971, that a study could be made to develop some type of trash disposal system <br /> which would resolve the problem. No action was taken." <br /> Mr. Anderson moved seconded by Mr. Lassen that Item 4 of the Committee report be received and filed. <br /> Councilman Anderson called attention to the report "Crisis: Air," just published by the Central Lane <br /> Planning Council with the aid of a HUD grant, which makes specific recommendations on air quality <br /> control. He suggested no action be taken except to support the Authority until the Council has the <br /> opportunity to review the CLPC report. <br /> Vern Adkison and Wendell Wick answered questions from the Council with regard to alternative methods <br /> of trash disposal and enforcement of the ban on back yard trash burning. Lewis Ward called attention <br /> It to Metro Civic Club report supporting air quality control. <br /> Mr. Wingard moved seconded by Mrs. Lauris to recommend no changes in the Air Pollution Authority rules <br /> and regulations as presented. <br /> Mr. Anderson, with the consent of the second, withdrew his motion to receive and file the committee <br /> report. <br /> Further discussion took place with regard to issuance of permits for burning, accumulation of trash, <br /> enforcement of ban, size of trash piles allowed to be burned, use of outdoor incinerators, alternative <br /> burning hours, etc. <br /> . A vote was taken on the motion as stated, and motion carried. <br /> Other items no considered at August 22, 1968 committee meeting: <br /> 2 1. Planning Commission Report - August 6, 1968 <br /> a. Rezone to C-2 area between Jacobs Drive and Highway 99N north of Concord, Hansen <br /> , Bros. - The Planning Commission recommended rezoning this area from RA to allow <br /> conditional use for mobile home sales. The conditions set forth were a 10-foot <br /> dedication on the east side of Jacobs Drive, a lS-foot landscaped buffer strip, <br /> approved by the Parks Department, on the outside of a fence if a fence is in- <br /> stalled, along the west side of the property; curb cuts and access to the prop- <br /> erty to be approved by the Traffic Engineer; and, at the request of the City, in- <br /> stallation of buffer planting strip on the south side of the property similar to <br /> that on the west side. The City Manager explained that property on the northeast <br /> edge not needed for right-of-way was bought and sold to Hansen Bros. for right-of- <br /> way along Jacobs Drive. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve the rezoning as recommended. Motion carried. <br /> . 3 b. Sign Setback, Hyatt Lodge, 1857 Franklin Boulevard - The Planning Commission recom- <br /> mended approval of Howard Spark~an's request for permission to move the Hyatt Lodge <br /> sign a distance comparable to adjacent signs, subject to Building Department regula- <br /> II' tions and conformance to regulations of the new sign ordinance within the amortiza- <br /> tion period. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve the recommendation.
