Rezone to RA, Herzog Mobile Homes, Highway 99N - A report from the Building Department <br /> was read.concerning terms of an agreement under ,which this property was zoned for com- <br /> mercial use. The Herzog sales organization has not maintained the required buffer <br /> plantings, and the Building Department recommends that the property be rezoned to its <br /> original classificat~on, RA, so commercial uses can be discontinued. <br /> Mr. Anderson moved seconded by Mr. Lassen to initiate rezoning the Herzog property to RA. Motion <br /> carried. <br /> 3 " 4. Engineering Contract, Cornell, Howland, Hayes & Merryfield - Authorization was requested <br /> I. <br /> for a contract with' Cornell, Howland, Hayes & Merryfield, consulting engineers, for .. <br /> design of sewage treatment plant additions and to ,make application for a Federal grant <br /> to find a solution to the odor problem at the plant. <br /> Mr. Anderson moved seconded by 'Mr. McDonald to approve the contract. Paving Alley north from 22nd between Willamette and McMillan - The City Manager ex- . <br /> plained that .steepness of slope creates a grade problem and gravel spreads to abutting . <br /> properties, and it appears paving that portion of the alley abutting the Walker and <br /> Dean properties will provide a iolution. <br /> Mr. Anderson moved seconded by Mr. Lassen to initiate paving the alley. Motion carried. <br /> , <br /> 5 6. Carport in Right-of-way, Capital Drive, Charkoudian - A letter was read from Otto <br /> Poticha, requesting permission to construct a carport with necessary retaining wall in <br /> the right-of-way on the west side of Capital Drive. Mr. Poticha explained the problem <br /> of topography encountered in construction of a residence for Kenar Charkoudian and the <br /> need for use of the right-of-way to provide adequate parking. The Public Works Depart- <br /> ment recommended denial on the basis of precedent. <br /> Mrs. Lauris moved seconded by Mr. Anderson to permit the structure in the right-of-way under a revoca- II <br /> ~ <br /> ble permit. Motion carried, Messrs. McDonald and Teague voting no. <br /> 6 7. Right-Turn Lane, City View and 11th - The Public Works Department'recommended prohibi- <br /> tion of parking on the east side of City View immediately south of 11th to provide for <br /> i' a right-turn lane. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve the recommendation. Motion carried. <br /> 7 8. Four-Way Stop, 13th and Agate - A letter from the University of Oregon was presented <br /> I' recommending a four-way stop and an overhead flashing signal at this intersection <br /> instead of traffic signals. The City Manager said funds were budgeted for traffic . <br /> signals not so much as a possible' solution but more because of the University's recom- <br /> mendations. He recommended the four-way stop be tried on an interim basis but with <br /> ;i elimination of the propose~ left-turn refuge lane for northbound traffic turning onto <br /> 13th to allow better signing, and elimination of the flashing signal which would cost <br /> about $4,500.00. <br /> Mr. Wingard moved seconded by -Mr. Anderson to oretaincontrols at the intersection as" t~ey now are. ~ <br /> Motim carried, Mrs. Lauris voting no. <br /> 8 9. Yield Signs, Alley from 6th to 7th between Willamette and Oak -The Public Works Depart- <br /> ment recommended installation of "yield" signs for southbound traffic on 'the north/ <br /> south alley from 6th to 7th between Willamette and Oak at its intersection with the <br /> east/west alley. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve the recommendation. Motion carried. <br /> 9 10. Parking Prohibition on Oak and Pearl at 14th, 15th, 16th, 17th - The Public Works De- <br /> .partment recommended increasing the "no parking" areas at th~se intersections for <br /> sight clearance. <br /> Mr. Anderson moved seconded by Mr. . Washington-Jefferson Bridge Opening - 1t was announced the new bridge will be opened . <br /> to traffic at 9:00 a.m. on August 27, 1968. <br /> 11' 12. Notice of Variances, New Sign Ordinance - The present wording of the new sign ordinance <br /> requi1=es 'only posting of notice in three places adjacent to property on'which a variance <br /> has been requested. The Planning staff felt public relations would better be served if <br /> notice of requested variance were given in writing to owners of adjacent properties, similar <br /> to the requirements of the new zoning ordinance. <br /> \' Mr. Anderson moved seconded by Mr. Lassen that the new sign ordinance be written so as to require send- <br /> ing written notice to owners of adjacent properties when sign variances are requested.
