<br /> Mr. Anderson moved seconded by Mr. Lassen that the application be recommended for approval.
<br /> Councilwoman Lauris said business people in the vicinity of the Tavern are' 'con'cerned abou-t 'its opera-
<br /> tion and she asked that the application be held to give people in the neighborhood an opportunity to
<br /> be heard.
<br /> Mr. Burrington said he had contacted some of the neighbors and anticipates no problems, a-nd he ex-
<br /> plained his plans for proposed remodeling and operation.
<br /> Mrs. Smith, operator of an adjacent beauty shop, said patrons of the Tavern monopolize parking in the
<br /> area, that the establishment has outgrown its location and is not good for the neighborhood.

<br /> Mr. Wingard moved seconded by Mr. Anderson to recommend tentative approval of the application, with-
<br /> holding action until the Thursday, Septenber 12,1968 committee meeting, to give neighbors of the
<br /> Tavern an opportunity to be heard. Motion carried, Mrs. Lauris voting no.
<br /> 2 10th and Oak Parking Structure - Norman Jacobsen and James Longwood presented sketches
<br /> of the proposed 10th and Oak parking structure showing exterior, interior cross sections,
<br /> and landscaping. Details of the proposed structure and the sandblasted concrete spandrel
<br /> I exterior design were explained.

<br /> In answer to questions from members of the audience, Mr. Longwood and Mr. Jacobsen ex-
<br /> plained traffic patterns on 10th Avenue, alley setbacks to allow continued vehicular use, .
<br /> pedestrian/vehicular conflict at exits, interior clearance heights, etc.
<br /> Otto Poticha asked if consideration was given to use of the basement area for warehousing
<br /> for surrounding retail outlets. Mr. Jacobsen said ehere probably-would be usable space
<br /> available for commercial storage and that estimates will be prepared to determine the
<br /> cost to make this type use available.
<br /> Discussion took place-with regard to total parking space with and without development of '*
<br /> ,~
<br /> the ground-floor space for commercial use (680 vs. 600) and advantages of developing
<br /> that space for commercial use.

<br /> Mayor Cone left the meeting. Council President Anderson presided.
<br /> 0 Mr.. Jacobsen described operation of the validation system and location'of elevators and
<br /> ticket dispensers. The City Manager explained, in answer to questions from Councilman
<br /> McDonald, that the authority to lease the commercial space would lie wi"Eb the City, that
<br /> the Eugene Renewal Agency would have no connection, and that it is hope through negotia-
<br /> tion to lease the entire space to one non-profit corporation which would then sublease
<br /> to various tenants, and thereby guarantee income to the City. He said such a group
<br /> would be willing to permit the City to have the power of veto of tenants. .

<br /> Mr. Jacobsen said if working drawings are authorized at this time, they can be com-
<br /> " p1eted by November 1, bids called, and construction started so as to substantially
<br /> complete the structure by August 1969 with completion of the commercial space in an "
<br /> additional 60 days.
<br /> , Jim Shepard, realtor, asked if it was recognized that use of the commercial space would
<br /> ,
<br /> be in competition to businesses in the renewal area; and whether rentals received from
<br /> that space will be returned to those assessed. The City Manager explained that during
<br /> public hearings competition between this space and other retail business was considered
<br /> and that the assessment formula is set up to provide for repayment from any additional
<br /> income over and above parking income. Dr. Donald Slocum urged the Council to proceed fj.
