Mr. Lassen moved seconded by Mrs. Lauris to authorize proceeding with working plans for the parking <br /> structure as outlined. <br /> Councilman Lassen asked if Federal financing could be considered if the basement area <br /> is finished so as to be used as a shelter. The City Manager said such use would probably <br /> make it eligible for Federal financing, but that because of requirements for shelter use <br /> some delay would be experienced in gaining approval of a Federal program. It was under- <br /> stood estimates would be brought back for completion of the basement area for use for <br /> commercial storage. <br /> A vote was taken on the motion as stated, and motion carried. <br /> COMMITTEE REPORTS <br /> Committee meeting held September 5, 1968: <br /> >. "Present: Mayor Cone; Councilmen Anderson, Lauris, Purdy, Lassen, Hayward, McDonald, Wingard, <br /> and Teague; City Manager and staff; and others. <br /> 1 1. Alley from Park Street to Broadway between Willamette and Oak - Councilwoman Lauris <br /> asked if the lights would be salvaged and the alley restored after completion of <br /> the building demolition adjacent to the alley. The Parks Director said the alley <br /> will be landscaped, using the same lights. <br /> . 2 2. Parking Prohibition,Broadway and Oak - Councilman Purdy asked if the parking prohibi- <br /> . tion on the Oak Street side of the First National Bank building is necessary since <br /> there is reserved space on the Broadway side. The Manager said it would be investigated. <br /> 3 3. Parking Restriction, 11th and Mill - Councilwoman Lauris called attention to the <br /> two-hour parking restriction still in effect for the restaurant at 11th and Mill <br /> which is closed. It was understood it would be investigated. <br /> 4 4. Harlow Road - Councilman Wingard asked when the utility poles would be removed from <br /> the Harlow Road right-of-way. The Public Works Director explained that it is neces- <br /> sary for every house connection to be made to the new facilities before the poles can <br /> be removed. He said October 1 is the contract completion date but it is expected ex- <br /> tensions will be requested. <br /> . 5 5. School Board Questionnaire - A tabulation was presented of responses to the short <br /> form questionnaire distributed by School Board No. 4 at its last budget election. <br /> The City Manager said the tabulation of comments submitted by electors has been <br /> requested from the School Board when it has been completed. <br /> 6 6. Television Cable Service - Letters from the Teleprompter TV were presented in answer <br /> to a request concerning service to new areas. The TV Company indicates a large in- <br /> vestment in the past two or three years in replacing existing cable service to give <br /> better color reception. They anticipate increasing investment in this service as <br /> well as extending the cable to all new areas within two years. <br /> . 7 7. Pre-Olympic Track Meet - A letter was received from the Oregon Track Club expressing <br /> appreciation to the ParksDepartment for its co-operation in staging the 1968 Pre- <br /> Olympic Track Meet. <br /> 8 8. Navy Prisoners - A letter was received from the Commandant of the Thirteenth Naval <br /> District expressing appreciation to the Eugene Police Department for its help and <br /> co-operation in transporting and housing Navy and Marine prisoners when mechanical <br /> it trouble forced a flight down at Mahlon Sweet Field. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Items 1 through 8 of the Committee report be received <br /> and filed. Motion carried. <br /> Councilman Wingard presented Councilman Anderson a trophy in recognition of Mr. Anderson's winning the <br /> politicians' jogging event at the recent National Junior Track Meet. The trophy was an appropriate <br /> carving by Byron D. Krog of a jogger spurred on by an oversized dog with a scrap of what appeared to <br /> be part of the jogger's uniform in his mouth. Mr. Wingard suggested that the joggers' meet become an <br /> annual event for Eugene so that the city may develop an image as the "City of Joggers." Mr. Anderson <br /> expressed his appreciation and said he had had advice that every politician should "learn to run hard <br /> and fast." He urged other Council members to join. <br /> . With regard to Item 6, Councilman McDonald expressed disappointment at not receiving television cable <br /> service in the Panorama View subdivision. <br /> . 9 9. Railway, Skinners Butte Park - Bud Nixon, 1350 Charnelton Street, requested Council <br /> approval for in&allation of a railway in Skinners Butte Park for a miniature train <br /> which he recently purchased. Mr. Nixon displayed a sketch showing the proposed <br /> route of the track along the Willamette River between the Coburg Road bridge and <br /> the Washington-Jefferson bridge, and explained plans for turn-arounds, depots, <br /> anticipated revenues, method of operation, and so forth. He also explained plans <br /> for extending the railway to the top of Skinners Butte in the future with installa- <br /> tion of cabooses for museums and railway dining cars. He said the idea was presented <br /> to the Jaycees who suggested the possibility of also extending the railway to the <br /> .- mall anticipated in the downtown renewal project. <br /> 9/9/68- 15 .... <br />
