All councilmen present vo~ing aye, the bill as amended was declared <br />passed and numbered 15424. <br /> <br />1 -Council Bill No. 8571 - Regulating Signs in the city of Eugene, submitted and read the first time <br />in full on July 15, 1968 and at subsequent hearings on July 22, July 29, and August 5,- 1968, was <br />brought back for consideration. <br /> <br />Mrs. Niven called attention to an error in the sign district map which was corrected in the final <br />draft. She said extending 6th and 7th Avenues as part of the Highway Oriented. District ,-hadcreat.ed ' <br />other problems with regard to properties in that district not facing on either 6th- or 7th. Addition- <br />of Section 2.46 was recommended which would provide that those _properties not facing '6th or. 7th Avenues' <br />would be permitted identity signs only. In Section 12.21, she said, the words "....or economic hard- _ <br />ships..." were added in the first sentence with the definition of economic hardship included later in . <br />the paragraph. This addition was the outgrowth of the hotel owners-concern with regard -to signs built <br />.. as an integral. part of a building. With regard to Section 12.26 - Notice, Mrs. Niven said she felt <br />, the _ provisions for giving notice of requests for variance should be the same as- in Section 14.2 cover- <br />;1 ing requests for changes in district boundaries. <br /> <br />In answer to questions from Council members, Mrs.Niven explained the Planning Commission's reasoning 4IJ <br />in arriving. at the restrictions for height _of pole sign and projection allowances for street signs..-. <br /> <br />Hal Cross re-emphasized the industries request for greater- allowances with regard to projection, <br />height, and sign area. Brian Obie ogjected to the amendments presented at this meeting, opposed the <br />restrictions on projections and heights in various categories, and asked that the City staff prepare <br />a report on the economic impact of the ordinance. Charles Johnston reiterated his arguments that. the <br />regulations would be too restrictive and asked consideration of variance allowing signs in setbacks <br />until streets are widened. Mrs. John.Northway, president of the League of WomennVoters, said no new <br />arguments nor material were presented and felt there was no reason to continue the hearings. <br /> <br />Mr. Anderson moved seconded by Mr. Lassen to amend the council bill as recommended (add. Section 2.46, <br />add "economic hardships" and definition, and change in notice of variance requests).
