Anderson moved seconded by Mr. Lassen to:approve the zoning as recommended. Motion carried. <br /> 2 5. Planning Commission Report - September'9. 1968 <br /> a. Easement at 4th Avenue Loop-and Coburg Road - The Planning Commission and Eugene Water <br /> and Electric Board jointly recommended denial of a request for a permanent easement I <br /> across-City property, located at the intersection of 4th Avenue Loop and Coburg Road. <br /> This area fits into the overall Willamette Greenway system of parks, and if used for <br /> other than park purposes the traffic created could be a major problem to the City. <br /> Mr. Anderson moved seconded by Mrs. Hayward to deny the request as recommended. Motion carried. <br /> ': <br /> Dr. .Purdy moved seconded by Mr. Anderson to have the City Manager investigate the possibilities of <br /> purchasing the property and bring back recommendations to the Council. He will also request that the <br /> Eugene Water and Electric Board continue'their:investigation of the property. Motion carried. <br /> b. Agreement Modification. Goodwill Industries - The Planning Commission recommended approval .~ <br /> of a request by Goodwill Industries of Oregon for modification of a Contractual Agreement <br /> with the City of Eugene. The modification will allow a proposed dry cleaning builaing <br /> approximately 75 to 100 feet from the property line. The Planning Director stated <br /> that Goodwill Industries is proceeding satisfactorily with their original agreement <br /> and that there have not been recent complaints from property owners in the area. <br /> 3885 Elmira Road. <br /> ,Mr. Anderson moved seconded by Mrs. Lauris:to appLove the modification of the Contractual Agreement. <br /> 1 Motion carried. .. <br /> 3 6. Abatement. Tyler between 15th and 16th. Suess - Mr. Suess was-notified by the Building <br /> I Deparltmgnt by registered mail that abatement was pending and he failed to reply to the <br /> I' notice. <br /> I <br /> Mr. Anderson moved seconded by Mr. Lassen to proceed with abatement of substandard structures belonging <br /> ,to Mr. Robert Suess on Tyler Street between 15th and 16th Avenues. Motion carried. <br /> 4 7. Vacant House. 14th and Polk - Mr. Lassen questioned a vacant house located at 14th and Polk, <br /> and the City Manager said the Building Department had inspected the house and did not consider <br /> it to be in condition for abatement. <br /> S I 8. Sidewalks - Roan Drive ~ The City Manager reviewed a memorandum from the Director of Public ". <br /> I' <br /> , Works regarding the construction of sidewalks on Roan Drive. It was suggested that a sidewalk ~ <br /> be constructed on one side of Roan Drive to accommodate pedestrian traffic and that property 4 <br /> " owners on both sides of the street be assessed for the project; It was .recommended that a <br /> curb sidewalk be constructed on the northeasterly side of Roan Drive. <br /> '.Dr. Purdy moved seconded by Mr. Anderson to poll the neighborhood regarding the desirability of sidewalks <br /> , on Roan Drive, and indicate in a letter to the affected property owners that sidewalks would be <br /> constructed on one side only and request their opinion regarding the location of the proposed sidewalk. <br /> Motion carried, Mrs. Hayward, Mrs. Lauris, and Mr. McDonald voting no. <br /> \, <br /> 9/23/68 - 12 . <br /> l <br />
