<br /> 39~ <br /> · '~r <br /> .. <br /> 9/23/68 <br /> 1 9. Bus Franchise Renewal - Emerald Transportation System requested renewal of their <br /> . bus franchise for another five years. The City Manager recommended approval of <br /> the renewal with provision that it would be subject to cancellation at such time <br /> as the City would enter into the public transportation services for the City of <br /> Eugene. <br /> Mrs. Hayward left the meeting. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve the renewal of the Emerald Transportation System <br /> bus franchise as recommended. Motion carried. <br /> Mrs. Hayward returned to the meeting. <br /> 2 10. Right-of-Way Purchase. Gilham Road - The Public Works Director requested permission to <br /> transfer funds allocated for 28th Avenue west of Friendly to Gilham Road north bf Cal Young <br /> Road for right-of-way purchase. He indicated the need for additional right-of-way on <br /> Gilham Road since there is considerable traffic in the area and the street services <br /> a high school and several elementary schools. <br /> It Mr. Anderson moved seconded by Mr. Lassen to approve the transfer of funds. Motion carried. <br /> Mr. Lassen left the meeting. <br /> 3 lI. Oversize Curb Cut. Olsen-Weiseth Plat - The Director of Public Works recommended approval <br /> . of a 40 foot curb cut at the entrance of the trailer park located within the Olsen-Weiseth <br /> Plat on Highway 99 North. <br /> . Mr. Anderson moved seconded by Mr. Wingard to approve the curb cut as recommended. Motion carried. <br /> 4 12. Report on Parking Restrictions <br /> , <br /> a. 11th Avenue and Mill Street, Southwest Corner - The Public Works Director <br /> recommended no Council action regarding the 2-hour parking limit at the location <br /> of 11th Avenue and Mill Street. The building located on this corner is in the <br /> process of being remodeled to continue as a restaurant and the owner indicated <br /> he would be making a request to the City Council for a greater time restriction <br /> for on-street parking when the remodeling is completed. <br /> No Council action was taken. <br /> " b. Armored Car Stalls. Broadway and Oak Streets - The Public Works Director <br /> recommended retaining the existing two stalls for armored car service located <br /> adjacent to the First National Bank since the armored car service indicated <br /> that additional routing of their vehicles would add to the time involved in <br /> their pickup and delivery service if one of the stalls was eliminated. <br /> Mr. Anderson moved seconded by Mrs. Lauris to approve the recommendation. Motion carried, Dr. Purdy <br /> voting no. <br /> 5 13. Property Purchase. 3735 Harlow Road - The City Attorney recommended purchase of 20 foot wide <br /> right-of-way at 3735 Harlow Road from Mr. and Mrs. Russell K. Amundson for $580.00 <br /> . <br /> Mr. Anderson moved seconded by Mr. Wingard to approve the purchase. Rollcall vote. All councilmen <br /> present voting aye, motion carried. <br /> 6 14. Meetings <br /> a. I.C.C. Hearing regarding Southern Pacific Company discontinuance of railway service, <br /> 9:30 a.m., Tuesday, September 24, in the Council Chamber, City Hall. <br /> ~ <br /> b. Conferences on State and Local Government Finance in Oregon at Lane Community College, <br /> October 3, late afternoon and evening. The purpose of the conferences is to inform <br /> public leaders regarding government finance so that they can better inform the public. <br /> Mr. Lassen returned to the meeting. <br /> ORDINANCES <br /> 7 Council Bill No. 8581 - Levying assessments for sidewalk on 18th Avenue from City View to <br /> Bailey Hill Road, submitted and read the first time in full on July 22, 1968, and held over to the <br /> August 26, 1968 meeting to allow proper notice of assessment to be given owners of affected properties, <br /> and held to this meeting to allow correction of Item 10 and of Item 9, is brought back for consideration <br /> . with no written protests on file. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the second time by council bill <br /> , number only, with unanimous consent of the Council. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be read the third time by council bill number <br /> only, with unanimous consent of the Council. <br /> Mr. Anderson moved seconded by Mrs. Lauris that the bill be approved and given final passage. Rollcall <br /> \Ote. Motion carried, Mr. Lassen abstaining.
