The Department recommended a report be requested from <br /> . the County Health Department as to pollution in the waterway and suggested the <br /> alternate of fencing the ditch to cut off access by children. Discussion has been <br /> held in the past with the School District with regard to 50/50 sharing of project <br /> cost. It was understood sharing of cost would be discussed further with the School <br /> District after receipt of the County Health report before the item is brought back <br /> to the Council for action. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 4 of the Committee report. Motion carried. <br /> 1 5. Crest Heights Annexation - Mr. Joe Early asked about plans for installation of sewers <br /> in the Crest Heights area. The City Manager explained that the Public Works Depart- <br /> ment is preparing preliminary plans and cost estimates for submission to the State <br /> Sanitary Authority to comply with requirements for authorization to annex the area <br /> under the "health hazard" annexation law. <br /> Mr. Lassen moved seconded by Mrs. Lauris that Item 5 of the Committee report be received and filed. <br /> Motion carried. <br /> .. <br /> 2 6. Class B Dispenser License, LaMars, 795 Willamette Street - Submitted by Lawrence <br /> and Mary Sharley, LaMars Enterprises, Inc. , for change of ownership (former ly <br /> England Grill), and approved by the Police Department. Mr. Wingard moved seconded <br /> by Mrs. Hayward to recommend approval of the application and authorize its release <br /> . prior to the October 14 Council meeting. Motion carried. <br /> 3 7. Voting Delegate, National League of Cities Congress - Mrs. Hayward moved seconded <br /> . by Mr. Wingard to designate Councilman McDonald as Eugene's voting delegate at the <br /> Congress of Cities in New Orleans, December 7-11, 1968. Motion carried." <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Items 6 and 7 of the Committee report. Motion <br /> carried. <br /> 4 Councilman Wingard introduced Mr. Charles Dallas, new purchasing agent for the city of Eugene. <br /> ORDINANCES <br /> 5 Council Bill No. 8625 - Vacating 28th Avenue from High Street to east of Ferry Street, was sub- <br /> mitted and read in full. <br /> . Mr. Lassen moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br /> only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> Mr. Lassen moved seconded by Mrs. Lauris that the rules be suspended and the bill read the third time <br /> by council bill number only, with unanimous consent of the Council. Motion carried unanimously and <br /> the bill was read the third time by council bill number only. <br /> Mr. Lassen moved seconded by Mrs. Lauris that the bill be approved and given final passage.
