Commercial Space, 10th and Oak Parking Structure - James Weaver read a statement <br /> I! objecting to the bid procedure followed by the City for leasing commercial space in <br /> I the proposed 10th and Oak parking structure. He said the specifications were tailored <br /> p <br /> I. for one bidder, the non-profit Eugene Industrial Development Corporation, and that it <br /> ..... I would be better if the Corporation loaned the City the $250,000 lease prepayment, <br /> , then appoint a Council committee to set rental rates and select tenants after con- <br /> struction is completed. In this way, Mr.Weaver said, actual costs would be known <br /> and prospective lessees would have definite figures on which to base bids. <br /> The City Manager. explained that State law requires bidding on City leases, and the <br /> bid procedure in this case was worked out with EIDC to assure financing through some <br /> method other than assessment against abutting properties. Fut thermore, it would be <br /> advantageous to have one paramount lessee rather than going to bids. for individual <br /> leases each time a space becomes vacant. The Manager said EIDC has money available . <br /> I. for investments of this type by which it earns money for Chamber of Commerce opera- <br /> : tional purposes. It is not in position to loan the money because sufficient return <br /> I would not be realized to pay expenses and cover Chamber support. Neither can the <br /> I, City borrow money without voter approval. The Chamber of Commerce has approved the <br /> I procedure followed in this instance. The Manager said the time element is to be <br /> considered also since the present schedule anticipates start of construction about . <br /> " January l. Redesign of the entire building would be necessary should bids on the <br /> commercial space not be favorable and it is decided to use the ground-floor space . <br /> 1 for parking. <br /> Discussion of the bid procedure between Council members and Mr. Weaver followed, <br /> with Mr. Weaver concluding that he would have no complaint if he were assured rentals <br /> " of the space would be competitive. The Manager said they would have to be competitive <br /> because of subleases, and that indication of this would be evident when bid figures <br /> are received. <br /> ! Mrs. Lauris moved seconded by Mrs. Hayward that bids be accepted on basis of the <br /> ,. bid call issued and specifications provided by architects, the City to furnish any <br /> , additional information which may be required by prospective bidders. <br /> I <br /> : Councilman Wingard said he felt the City should not become involved in finishing the .. <br /> i commercial space. He asked that the motion exclude four items to be furnished by <br /> the City in the commercial space - ceilings, light fixtures, surrounding partitions" <br /> and resilient tile floor covering. Also that the motion include that realtors will <br /> not be excluded from listing the space for lease. <br /> Councilwoman Lauris consented to inclusion of the provision allowing realtors to list <br /> the space, but declined the exclusion of the owner-furnished items. <br /> .. <br /> A vote was taken on the motion to accept bids as listed, including the entire list <br /> of owner/tenant-furnished items, with the understanding that realtors will not be <br /> I excluded from listing the space and that prospective bidders will be furnished any . <br /> I <br /> I' pertinent information required. Motion carried. <br /> : <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 2 of the Committee report. <br /> I <br /> The City Manager said the architect, James Longwood, was contacted about possible exclusion of the <br /> four owner-furnished items listed in the bid call. Mr. Lon~'lOod estimated a total cost of $56,000 <br /> for these items and said he felt the surrounding partitions would be very difficult to eliminate. ., <br /> The ce i lings, light fixtures, and resilient tile floor covering, he said, should be. included, however "" <br /> I' <br /> they are not essential. It is a matter of architectural control. The City Manager said there had <br /> been inquiries from other possible interested parties, but that none of them questioned the amount of <br /> bonding required. <br /> A vote was taken .on the motion as stated, and motion carried. <br /> 2 3. Sewers, State Street Area - Results of a survey of Ohio, Wisconsin, Dakota, and <br /> Minnesota Street area were presented showing that owners of 55.1% of the property <br /> I which would be assessed are in favor of sanitary sewer installation. Dr. Purdy <br /> moved seconded by Mrs.Hayward that the Council initiate installation of sanitary <br /> i sewers in the State Street area. Motion carried. <br /> I, . <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 3 of the Committee report. Motion carried. <br /> Mrs. Jerry Montgomery, 2056 Minnesota Street, was recognized for her leadership and the use of her ~- <br /> home for a meeting place at which sewers for the area could be discussed. . <br /> Councilwoman Lauris asked that the record show that the sewer survey was made by Thomas Rhinevault, <br /> administrative intern in the Finance Department. Mrs. Montgomery said Mr. Rhinevault and Mr. Gause, <br /> City finance director, were a credit to the City. <br /> 3 4. Drainage Ditch~ Roosevelt Jr. High - A report from the Public Works Department was <br /> presented estimating a cost of $26,000 to extend the tile for the drainage ditch <br /> on Roosevelt Jr. High property to clear construction, and $79,100 to tile the entire . <br /> ~ 10/14/68 - 16 <br />
