<br />1 l. 13th Avenue Closure, - Mrs. Lauris moved seconded by Mrs. Hayward to refer to the ..
<br /> Traffic Engineer' for recommendation the temporary closure of 13th Avenue at Kincaift .
<br /> Street. Mrs. Lauris suggested the closure, be made, on an experimental basis, routing
<br /> traffic for those .still wanting to park on the campus ,north on Kincaid at 13th to ..
<br /> !ranklin Bouleva~d or south on Patterson to 18th to Agate~ .

<br /> Dr. Purdy reviewed plans discussed ,some years ago between the University, Sacred
<br /> Heart Hospital, and Northwest Christian College for closing 13th which was contingent
<br /> upon extend{ng 18th through the Condon School. .pr9.perty.,. widening. 19th ,to accommodate
<br /> traffic between Agate and Villard, and building. a bypass from 13th and Alder to 11th
<br /> and Kincaid. ' Tlfe University, he ,said, wa,s to' come ,back with a solutiop ,to, the problem
<br /> and he felt until there is a commitment from the University, 13th should remain 'open--
<br /> through the campus.
<br /> Councilman Anderson. suggested that, since traffic on 13th Avenue is part of a total I
<br /> pattern and. consid~red in the Eugene-Springfield Area Transportation Study, the I
<br /> ,
<br /> Central Lane Planning C,?uncil s40uld 'be asked for a recommendation on 'its closure. .
<br /> The City Manager said, the traffic pattern: of the €t).tire area will be considered by
<br /> the Traffic Engineer in working with the University students on the 13th and Agate
<br /> problem. Mrs. Lauris with the consent of tl:re second withdrew' the motion.
<br /> Mr. Anderson moved seconded by Dr. Purdy that Item 1 of the Committee report be-rec'eived and filed.
<br /> Councilwoman Lauris reiterated her intent in suggest,ing the closure of 13th was to try for some one-
<br /> way movements to make it possible for motorists to drive around the block inane direction, with
<br /> the possibility of some head-in parking spaces. Also to' encourage motorists to-use University and
<br /> 18th to go onto the campus. 'It was: understoqd the' two' sketches'she pre~ented depicting the sug-
<br /> gested traffic movement would be considered by the Traffic Engineer in his review of the entire area. -

<br />2 2 . Leash Law - Councilman McDonald moved that the Council enact astrict leash law, giving
<br /> the City authority to go upon pr~vate property for'dogs not:on a leash or confined to
<br /> an enclosure, subject to the City Attorney's review with regard to legality of such an
<br /> ordinance. The Assistant. City Attorney said an ordinab.ce on dog control is being pre-
<br /> pared for Council consideration. 'Ji

<br /> Mr. Anderson moved seconded by Dr. Purdy to receive and file Item 2 of the Committee report, Motion
<br /> carried
<br />3 3. Council Self-Study Program - Coun~ilman Anderson suggested the Council undertake a
<br /> self-study program through a small group:comprised of some members of the present
<br /> Council, newly elected members of the Council, members of various boards and commis-
<br /> sions, and lay people involved with Council action, and with the City Manager and
<br /> City Attorney. Mr. Anderson s~id his suggestion was not made with the idea of a
<br /> Charter revision,9ut to determine how the Council could be of better service to
<br /> the community. The recommendations he proposed to be made by the group were with
<br /> regard to whe~her present procedures provide for thorough consideration of issues
<br /> coming before the Council, whether adequate information is available prior to meet- .\
<br /> ings, whether everyone is given the opportunity to make a good presentation and has
<br /> enough information to do so, whether rules anq procedures of conduct of Council meet-
<br /> ings can be improved, notification procedures for those involved with City business, "'"'
<br /> revision in organization of agenda to possibly eliminate matters of-lesser importance, I
<br /> delegating some authori:1:y'to 'give the Council time for more important issues, possibly
<br /> holding meetings more frequently because of greater volume of Dusiness, etc, No
<br /> action was taken.
<br /> Mr. Anderson moved seconded by Dr. Purdy that Item 3 of the Committee meeting be received and filed.
