Motion carried. <br /> .' <br /> ;;;;:: The City Manager said conversations with the design engineers indicate that with some changes in <br /> mechanical facilities and commercial space, the construction cost could be lowered so that a bid <br /> award could be made. He said a recommendation would soon be brought to the Council. <br /> 1 8. Liquor License, Danebo Grocery and Service Station, 4690 Royal Avenue - Application <br /> for new Package Store Class A license submitted by Thomas 'E. Scheidt, approved by <br /> the Police Department. Mrs.Hayward moved seconded by Mr. Teague to recommend approval. <br /> Motion carried. ., <br /> Renewals were submitted for Package Store Class B for Andy's Food Market, 304 East <br /> 13th Avenue, and for Class B Dispensers for The Embers Club, 1181 Highway 99N, both <br /> approved by the Police Department. Dr. Purdy moved seconded by Mrs. Hayward to <br /> recemmend appreval. Motion carried. <br /> Mr. Anderson moved seconded by Mr. Lassen to approve Item 8 of the Committee report. Motion carried. <br /> . 2 9. Abatement, Tyler between 15th and 16th, Suess - A meeting was held between Mr. Suess <br /> and a building inspector to determine which of the buildings on the property must be <br /> demo lished. A letter addressed to Mr. Suess from the Building Department was read <br /> notifying him that abatement would be recommended on all buildings on the property <br /> except the one at the northwest corner, and that the Council would consider that <br /> e recommendation at its December 23 meeting. Mr. Teague moved seconded by Mrs. Hayward <br /> to proceed with the recommended abatement. Motion carried. <br /> 4 Mr. Anderson moved seconded by Mr. Lassen to approve Item 9 of the Committee report. <br /> A letter from Mr. Suess was read stating his position with regard to the abatement. Mr. Suess was <br /> present and expressed cencern abeut removing items stored in the buildings by absentee owners. He <br /> said it would take six months to accomplish demolition. <br /> Mr. Wingard moved seconded by Mrs. Lauris to amend the motion providing that the abatement be accom- <br /> plished by July 1, 1969. Motion carried. <br /> A vote was taken on the original motion as amended, and motion carried. <br /> 3 10. Variance for Temporary Office, 13th and Charnelton - Kendall Ford requested a six- <br /> .. month variance to allow use of a wood frame building constructed at this location <br /> without a building permit for office purposes. A report from the Building Department <br /> was read reviewing the history of the building, its construction, and subsequent use. <br /> No action was taken. <br /> Mr. Hall, truck salesman for Kendall Ford, explained their position in the construction of the wood <br /> frame building, and said even after another location is decided upon by the,firm it would take another <br /> ten to twelve months before construction could be completed. The City Manager said there have been no <br /> complaints and there is no great hazard in its use, rather it is a question of not allowing others to <br /> operate with similar facilities. <br /> e Mrs. Lauris moved seconded by Mr. Lassen to grant a variance for use of the wood frame building for <br /> office purposes, the permission to run concurrently with existing permits on the mobile home and tent <br /> at 13th and Olive (July 1, 1969). Motion carried. <br /> 4 II. Speaker, Boy Scouts - The City Manager said he had a request for someone to speak to <br /> Boy Scout leaders on January 2 at Silver Lea School about city services and discuss <br /> with them how to get troops involved in becoming more familiar with city government. <br /> It was understood calendars would be checked to determine which Councilman would be <br /> .- free to undertake the task." <br /> Councilman Teague agreed to meet the engagement if his schedule would allow. <br /> Other items on December 19, 1968 committee agenda not considered at that time: <br /> 5 1. Conditional Use Permit, 7th and Lawrence, Rehabilitiation Center - An appeal was <br /> filed by Robert C. Bennett from the Planning Commission decision granting a cendi- <br /> tional use permit which would allow a rehabilitation group-care facility for people <br /> with alcoholic problems in an existing home at 7th and Lawrence. <br /> Mr. Anderson moved seconded by Mr. Lassen to schedule a public hearing en the appeal at the January 13, <br /> 1969 Council meeting. Motion carried. <br /> . 6 2. Back Yard Burning - A memo was read from the City Attorney in which he stated back <br /> yard burning could be prohibited by having Fire Department instructed to issue no <br /> p burning permits. <br /> No action was taken. <br /> 7 3. Bids, Sanitary Sewers, Opened December 17, 1968 - Tabulation of bids submitted <br /> was presented and read as follows: <br /> I 12/23/68 - 4 <br /> ~ <br />
