<br /> He, said if the fence is to be installed 'it is felt the School District should pay the
<br /> cost since interiordrain'age is the property owner's responsIbility. If the Council ti
<br /> feels the City is obligated, then negotiations should be ca~ried on'with the School ~-~
<br /> District for a cost sharing formula. The Manager said the fence should be installed
<br /> because of proximi,tyof school buildings and reported bacteria in the ditch. He said
