<br />Lester E. Anderson ~o replace the regular .meeting of January 24, 1969 which was postponed because
<br />of inclement weather - was called to order at 7:30 p.m. on February 3, 1969 by His Honor Mayor
<br />Lester E. Anderson in the Council Chamber .withthe following Councilmen present: Mrs..Hayward, Dr.
<br />Purdy,. Messrs W.ingard, Teague and .McDonald, Mrs. Beal and Messr's. Gribskov and Mohr.

<br />The Mayor commended agencies of the City, radio, staff and City Personnel for the excellent
<br />work done .during the recent snowstorm..
<br />
<br />The City Manager reported on the function of city'departments during the emergency, and the
<br />many problems 'which have arisen. The estimated cost of snow removal, snow clearing and storm
<br />related action is $51,626;00. The Manager expressed appreciation to individuals,3commercial
<br />firms and emerge~cy agencies for their tremendous assistance during and after the storm.
<br />
<br />In answer to a question from Councilman McDonald, the Manager explained that $10,000 had been
<br />budgeted Public Works funds, $15,000 would come from emergency funds, leaving $26,000 which
<br />will have to be provided from other unexp~nded funds to cover this unexpected expenditure for
<br />snow clearance. Mr. McDonald suggested that the budget committee should give consideration
<br />to funding for a snowplow, as bu~iness~en .must s~ay in business.
<br />
<br />After a discussion of the possibility of assistance from the Federal Government, the Manager
<br />
<br />explained that the State Department of. Emergency Services is reviewing
<br />advise the City what action will be necessary to make funds available.

<br />Dr. Purdy, reappointment of Ralph F. Cobb to a term ending December 31, 1971

<br />Mrs. Hayward moved seconded by Dr. Purdy that the Budget Committee appointment be approved. Motion
<br />carried.

<br />c. T.V. Cable, 37th and Onyx - Councilman Mohr had an inquiry concerning franchise of
<br />Teleprompter Corporation in the City. He submitted a letter for the record, and stated
<br />that it was the feeling of Mr. Marshall D. Wattles that Teleprompter had not lived up to
<br />an agreement for installation of service in his area.
<br />
<br />In answer to a question from Dr. Purdy the City Manager stated that it was'his impression
<br />that Teleprompter did not have an exclusive franchise. He said his office would respond
<br />to this letter.
<br />
<br />Mrs. Hayward moved seconded by Mr. Mohr to receive and file. Motion carried.
<br />
<br />The City Manager reported 'that Mr. Ray had contacted Teleprompter and had found that
<br />service will be available in this area later in the year.
<br />
<br />A vote was taken on the motion and the mot~on carried.

<br />d. Ordinance, Loitering and Prowling - Councilman Mohr circulated a draft of an ana~ysis
<br />he had made for the Council concerning the Loitering Ordinance now held over for'hear-
<br />ing Januar~ 27th. Mr. Mohr said he felt the Council needed an overall policy re:
<br />the City's criminal code, and that, in terms of social issues, they may not be con-
<br />sidering rights of individuals. Mr. Mohr recommended that the Council establish an
<br />ad hoc committee to review the entire question of criminal law in the City and its
<br />possible redundancy and constitlJvb:i:.onality, and to prepare a recommendation for policy
<br />guidelines. The committee suggested by Mr. Mohr would ~e composed of three lawyers
<br />an~ one layman.
