Centennial B~ulevard, <br />McKay'and Parrish -ThePlanning Commission recommended approval of this request, <br />subject to the owner agreeing to develop the property under Planned Unit Development <br />regulations under one of two methods. <br /> <br />.':." <br /> <br /> <br />. ' <br /> <br />The Planning Director said five acres of this property are under negotiation <br />for an automobile dealer~hip. The attorney representing the tentative buyer has selected <br />the alternative to submit detailed plans to satisfy the Planning Commission concerns, <br />about proximity to Alton Baker Park and about the critical traffic problem. <br /> <br />Counci1man Teague 8sked how this differed fro~ the Kendall problem and the <br />Planning Director explained that this rezoning conforms to the Comprehensive <br />Plan which shows this area suitable for future C-2 development. There is no <br />residential property adjacent to this site. <br /> <br />Dr. Purdy said he could not agree with Mr. Porter, and that it was his opinion <br />that tais would be an ideal site for development of a low cost housing project. <br /> <br />Planning Commission member Pearson agreed with Dr. purdy's concern about this <br />gateway to the. City; and stated that he .had added the PD suffix to the C-2 zoning <br />to insure a compatible development. . He shared Dr. Purdy's views concerning low <br />cost housing on the-site; but explained tlIt: this .housing relates to land cost, <br />and that the cost of this prQperty is astronomical. <br /> <br />I <br /> <br />Mr.s. Hayward moved sem nded by Mr. Gribskov, to rezone the property to C-2, <br />subject to compliance with planned unit development regulations before the final <br />reading. Rezone to R-3 area between 16th and 18th and Lincoln and Charnelton Streets, School <br />District #4 - The Planning Commission recommended that the portion of school pr.operty <br />located north of. 17th Avenue be rezoned to an R-2 classification and the block <br />south of 17th Avenue be rezoned to. R-l in accordance with the General Plan, and that <br />the R-3 zoning requested not be allowed. The Planning Commission had made this <br />recommendation, hoping th8t the School.District ~uld take advantage of the amendment <br />to the Zoning Ordinance,which would permit construction of low cost housing under <br />a conditional'use permit. <br /> <br />Mrs. Hayward moved, seconded by Mr. Teague to rezone the property north of l7th~=~ <br />Avenue to R-2 and that south of 17th Avenue to R-l. <br /> <br />Dr. Purdy e~pressed his concern that this property might be zoned to higher use after <br />School District sale, with resultant financial loss to the School District. <br /> <br />In answer to a question from Mrs. Beal the Manager explained that the Planning <br />Commission had hoped that the School Board would sell the property with an option to <br />repurchase at a later date. To allow this arrangement, the property had to be <br />rezoned from public land. <br /> <br />Planning Commission member James Pearson said that the Planning. Commission had .been <br />trying to avoid the kind of economic inequity mentioned by Dr. Purdy. The Commission <br />gave the lowest possible zoning to ,encour,age the School District to retain ownership <br />of the property. In view of future trends, the School District will need this property <br />in forty years for school use. <br /> <br /> <br />The Planning Director explained that rezoning this proverty to R-2 would set a <br />precedent for further rezoning in the area to higher density.. This is against <br />good planning principles. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items 2a, b, and::c.: d:. of the Committee <br />report. Motion carried. <br /> <br />The Manager stated with reference to Item 2d that he had. received a telephone call from the <br />School District asking that Item 2d be tabled until the School Board has a chance to meet with <br />its lay advisory committee to discuss this matter. <br /> <br />Mr. Donald Short, 6048 River Road, Junc'tion City, asked to be notified when this matter would be <br />taken up by the Council. He presented a list of inter.ested persons in the neighborhood and asked <br />that they also be notified. <br /> <br />3 <br /> <br />e. Rezone to R-J area at southeast corner of intersection of 19th Avenue and Pearl, <br />School District #4J - The Planning Commission recommended denial of this rezoning, <br />hoping that the land would be kept in public ownership, and possibly leased. The <br />Manager said that there is an understanding 'between the School Board and Junior <br />Achievement for possible lease of the buiillding. <br /> <br />I <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to table Item 2d of the Committee Report. Motion carried. <br /> <br />Dr. Purdy moved seconded by Mr. Teague to approve the recommendation of the Planning <br />Commis9i:.mm;:.
