This was agreeable to members of the <br />Counc il . <br /> <br />Mayor Anderson, on behalf of the Mayor and City Council, extended congratulations of the city of <br />Eugene to Councilman Wingard for having been elected First Citizen of the City of Eugene. Mayor <br />Anderson said that Mr. Wingard was very deserving of this honor. <br /> <br />Cpmmittee meeting held January 22, 1969: <br /> <br />Present: Mayor Anderson; Councilmen Hayward, Purdy, Bea1, Teague, Gribskov and Mohr; City Manager <br />and staff; and others. <br /> <br />1 <br /> <br />1. Items from Mayor and Council <br />a. The Mayor welcomed the second year reporting class from the University School of <br />Journalism. <br /> <br />2 <br /> <br />b. Traffic Control, 8th and Van Buren - Councilman Gribskov presented a petition signed <br />by twenty residents of the area near West 8th and Van Buren streets concerning <br />traffic control at that intersection. He turned the petition over to the City Manager. <br /> <br />3 <br /> <br />c. Council Study Session - Mrs. Hayward called a Council Study Session for Monday, <br />7:00 p.m. in the City Manager's conference room. All agreed to meet at this time. <br /> <br />4 <br /> <br />d. Jaycee Awards Banquet - A letter was read inviting members of the Council to attend <br />the JC Awards Banquet January 23, 1969 at 7:00 p.m. in the Elks Lodge. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file. Planning Commission Report - January 7, 1969 <br />6 a. Amendments to Zoning Ordinance - The Planning Commission recommended amendment of <br />Section 26.01 of the Zoning Ordinance #15158 by adding Controlled Income and Rent <br />Housing - Purpose; amend Sections 4.03, 5.03, 6.03, 7.03, 8.03, 9.03 and 10.03 by <br />adding a new use "Controlled Income and Rent Housing (Subject .to Criteria set forth <br />in Section 26.04 (d)"; add new Section 26.04 (d) "Controlled Income and Rent Housing _ <br />Criteria"; amend Article 34 by adding definition "Controlled Income and Rent Housing". <br /> <br />In answer to a question from Dr Purdy, Mr. Pearson explained that, to insure compliance <br />with conditions imposed by the Planning Commission, the City would enter into an <br />agreement with the sponsor. <br /> <br />Dr. ,Purdy moved, seconded by Mrs. Hayward, to approve the amendments recommended <br />by the Planning Commission. Motion carried. <br /> <br />The Planning Commission recommended amendment of Section 19.03, "Building Height <br />Exceptions" and recommended that Section 19.03 (d) be amended to delete Area III, <br />maximum allowable height for signs. The Manager explained that this action would <br />remove sign restrictions along Franklin Boulevard from the Zoning Ordinance. This <br />control is now a part of the Sign Ordinance and is no longer needed in the Zoning <br />Ordinance. <br /> <br />Councilwoman Hayward, seoonded by Dr. Purdy, moved to approve the amendments as <br />recommended. Motion carried. <br /> <br />7 <br /> <br />b. Sign Code - The Planning Commission recommended deletion of Section 2.44, "Franklin <br />Boulevard Special Setback" to .bring the Sign Code into conformance with the <br />Zoning Ordinance. <br /> <br />Mrs. Hayward moved, seconded by Mr. Gribskov, that the Sign Code be amended'as <br />recommended.
