Mrs. Niven explained <br />that this bill would provide increased housing by encouraging improvements to bring <br />substandard structures up to standard. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to support this recommendation. <br /> <br />The City Attorney suggested wording be "that have been brought up to code". The motion <br />was amended to include this wording. <br /> <br />A vote was taken and the motion as amended carried.. <br /> <br />'3 <br /> <br />d. <br /> <br />Support H.B. 1147 requiring County Assessor to notify senior citizens about homestead <br />exemption provisions within the. state law. <br /> <br />Mr. Teague moved seconded by Mr. McDonald to endorse H.B. 1147. Motion carried. <br /> <br />Mrs. Hayward seconded by Mr. McDonald moved to approve Items lb, lc and ld of the Committee report. <br />Motion carried. <br /> <br />4 <br /> <br />e. Amend state law to require all cities, counties and state agencies acqu~r~ng property <br />for public purposes to pay.up to $200 moving costs for occupants displaced and provide <br />them with information concerning alternative housing available. Dr. Purdy suggested <br />this amendment should state that this provision apply only to owner or occupant of <br />property at time of acquisition, and that future renters would pay own moving costs. <br /> <br />Mr. McDoaald moved seconded by; Mr. Teague to support Item e as amended. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve item Ie of the Committee report. <br />a <br /> <br />The Manager said items of local concern should be decided by the City Council, since the City has a <br />home rule charter, and that the City should initiates its own legislation to pay such ~oving costs. <br /> <br />The Council discussed whether Counties should be excluded from the bill, since they too ryave home rule <br />charters. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to amend to motion in Item e of the Committee report to <br />delete the words "City and County", the motion to read: I Council support le.gislation to amend the <br />state law to require state agencies acquiring property for public purposes to pay up to $200 moving <br />costs to original occupants displaced by such action, and provide' them with information concerning <br />alternative housing available." <br /> <br />A vote was taken on the motion as amended. Motion carried. <br /> <br />Mr. Wirgard stated the housing committee thought this bill was worthy, and invited City officials to <br />come to Salem and .back the legislation. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal that legislation be prepared for Council consideration which <br />would require the City, when acquiring property for public purposes, to pay up to $200.00 moving costs <br />for occupants of property at the time of acquisition, and provide them with information concerning <br />alternative housing available. Motion carried. <br /> <br />5 <br /> <br />f. Senate Bill 195 - provides Counties be required to zone all land within them. A state- <br />ment of goals and standards is included to serve as a guideline. <br /> <br />Mrs. Beal moved seconded by Mr. Gribskov to support this recommendation. <br /> <br />6 <br /> <br />g. Joint Housing Committee, Authorization to Support Legislative Bills - Mrs. Niven said <br />bills come in which are clearly within the scope of ~he housing resolution adopted by <br />the City Council, and asked that the Joint Housing Committee be allowed to support such <br />bills without having to explain each one to the Council. <br /> <br />Mr. Gribskov moved seconded by Mr. Mohr to give authority to the Joint Housing Committee <br />to support bills conforming to the concept of thephousing resolution adopted by the <br />Council.
