<br />~o <br /> <br />2/24/69 <br /> <br />Committee Meeting held February 19, 1969 <br /> <br />I <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items 1f and 19 of the Committee report. Motion <br />carried. <br /> <br />Present: Councilmen Hayward, Purdy, McDonald, Beal, Gribskov, Teague and Mohr; City Manager <br />and staff; and others. <br /> <br />1 <br /> <br />1. Items from Mayor and Council <br />a. Sidewalks - 28th Avenue between Friendlv and Taylor ~ Councilman Teague had an inquiry <br />concerning installation of sidewalks on 28th Avenue from F~tendly to Taylor. Children <br />walking to and from school are forced to walk in the street. The Manager said the City <br />must purchase ad~quate right of way to install sidewalks at this location,. and money must <br />be budgeted for that purpose. Mr. Teague was also concerned about the crossing situation <br />on Patterson Street at the location of the YMCA. <br /> <br />2 <br /> <br />b. Sign Ordinance Amortization - Councilman Mohr asked for a report at the next regular <br />Council meeting on implementation of the Sign Ordinance, and length of amortization period <br />for removal of signs. <br /> <br />3 <br /> <br />c. Transient Business - Councilman Mohr asked for a report on conditions under which various <br />kinds of business can operate off open lots or various rented lots in the City. The <br />Manager said the Planning Commission had taken action on this type of business, and a <br />report would be forthcoming. <br /> <br />, <br /> <br />4 <br /> <br />d. Public Buildings, Renewal Area - Councilwoman Hayward asked Mrs. Miller of the Eugene <br />Renewal Agency for information concerning reports of plans for erection of public buildings <br />in the renewal area. Mrs. .Miller said the Renewal Agency had not discussed this matter, <br />but she would look into it and report to the Council. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Items la, lb, lc and ld of the Committee report be <br />received and filed. <br /> <br />The Manager read a report from the Superintendent of Building Inspection explaining administration and <br />enforcement of the Sign Ordinance, and defining nonconforming or illegal signs. A discussion ensued <br />concerning nonconforming signs and the period of time for amortization of the various types. No action <br />was taken. <br /> <br />A vote was taken on the motion as stated and the motion carried. <br /> <br />5 <br /> <br />e. Trailer Variance - Ridenour - Mrs. Ridenour requested extension of a variance permitting <br />use of a trailer on commercial property on West 11th. The staff recommends approval. <br /> <br />Mr. Gribskov moved seconded by Dr. Purdy to grant renewal of a permit for a house trailer <br />at 3760 West 11th. Motion carr{ed. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item Ie of the Committee report. Motion carried. <br /> <br />6 <br /> <br />2. Ambulance Rate Increase - Councilman McDonald explained that a committee composed of Eugene <br />and Springfield officials had been meeting with representatives of the Ambulance Company <br />to discuss feasibility of an increase in rates. After a study, the committee recommended <br />that the requested rate change be approved. <br /> <br />I <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the proposal be accepted. <br /> <br />In answer to a question from Dr. Purdy concerning service charge, Mr. Leonard explained that <br />a penalty is charged for non-payment within 15 days. If a patient calls to report his <br />insurance company will make payment, this fee is not charged. This penalty also eliminates <br />many non-payment problems. <br /> <br />A vote was taken on the motion as stated, and the motion carred. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 2 of the Committee report. <br /> <br />Councilmati Purdy objected to the length of time allowed on the penalty charge. Mr. McDonald explained <br />that the joint city committee had discussed this, and that it was not a reuenue-making charge, but <br />intended 'to encourage prompt payment. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />7 <br /> <br />3. Plumbing Revision, Child Care, Inc. - With a revision in the plumbing facilities in its build- <br />ing to add one toilet and one wash Basin, Child Care, Inc. could accommodate seven more children <br />at its Child Care Center. The City has the necessaLY fixtures and could install them at a <br />nominal expense. <br /> <br />Dr. Purdy moved seconded by Mrs. Beal to approve a change in plumbing fixtures in the Child <br />Care Center at 169 North Washington Street. Motion carried. <br /> <br />, <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 3 of the Committee report. Motion carried. <br /> <br />8 4. Assessment for Paving 22nd Avenue between Chambers and Grant, Attorney Report - The City <br />Attorney has indicated he has not completed research on this matter and will report to the <br />Council as soon as possible. <br /> <br />~ <br /> <br />2/24/69 - 4 <br />
