The Planning Commission recqmmended approval, I <br />subject to conditions that a pedestrian way and public utility easement be permanently . <br />maintained, and that the 'area of dedication off the Rich property be accepted; and <br />that the costs of improvements be based on front footage of existing street. <br /> <br />Mrs. Hayward moved seconded by Mr. Gribskov to approve vacation of that portion of <br />20th Avenue between Madison and Monroe. This refers to the C-2 District, in which ground floor apartments are <br />not now permitted, but living units are permitted over commercial uses. The Planning <br />Director explained the location of the property, and that the Planning Commission was <br />concerned that allowance of this request might create a demand for otheJ commercial <br />zoning, and strip development would. occur on Donald Street and on Willamette.
