Bailey Hill Road and a ten foot dedication on the west side of Warren Street. . .. , Mrs. Hayward moved secoqded by Mr. Gribskov that the. Council approve the annexation request of Edward Wood, subject to conditions outlined and to call a public hearing. Motion carried. Vacations recommended 1) A portion ot(. 20th Avenue between Madison Street and Monroe Street (Rich, Warren, I' Jre1and, Rentch1er and Cornish) - The Manager explained the location of this request, and plans for building a cu1 de sac. The Planning Commission recqmmended approval, I subject to conditions that a pedestrian way and public utility easement be permanently . maintained, and that the 'area of dedication off the Rich property be accepted; and that the costs of improvements be based on front footage of existing street. Mrs. Hayward moved seconded by Mr. Gribskov to approve vacation of that portion of 20th Avenue between Madison and Monroe. Motion carried. .2) Tyler Street betweeq 15th Avenue and 16th Avenue (C. Rob~rt Suess) - The Manager .c:'~~exp1ained that this street 1ie~ betwee~ Mr. Sue'ss"present apartmeni::.lmilding and the proposed development; to the .east. Vacation should be subject only to Mr. Suess being granted rezoning and presenting a .P1anned Unit Development plan.. The Council should present to the Planning Commission a recommendation on the value of the property which will accrue to abutting proper~ies, as a result of this vacation, and recommend the amount to be assessed to abutting properties for vacation~ ~he Council discussed the possibil~ties for futur~ use ,of this 'location. Planning Commission Report - April 1, 1969 a. Amendment, Comprehensive Zoning Ordinance ~. The Planning Commissi?n recommended approval of an amendment to the Zoning Ordinance, Section 12.03, Buildings and Uses permitted .. .. '.. . ./ . Conditionally. This refers to the C-2 District, in which ground floor apartments are not now permitted, but living units are permitted over commercial uses. The Planning Commission has considered this, and felt this was not a desirable requirement; and addeq an amendment t.o allow the use under conditiona1 use permit. The Planning Director explained the Planning Commission wanted to maintain commercial continuity, and would therefor,e require that. this privilege be under Condit'ional Use Penn it. b. Cross) - Planning Commission recommended. denial of this request. The Planning Director explained the location of the property, and that the Planning Commission was concerned that allowance of this request might create a demand for otheJ commercial zoning, and strip development would. occur on Donald Street and on Willamette. A duplex may be built on the property under its present zoning. Mrs. Hayward moved seconded by Mr. Gribskov to uphold the Planning Commission r~commen- dation regarding zoning on the northeast corner of 33rd Avenue and Donald Street. Motion carried. Jackson Street from 2nd to 3rd - pr~ ?urdy moved seconded by Mr. Gribskov to initiate improvement project on Jackson Street from 2nd to 3rd. Motion carried. c. 2nd Avenue from Jackson to Van Buren- Dr.. Purdy moved seconded by Mr. Gr'ibskov to initiate improvement .project on 2nd Avenue from Jackson to Van Buren. d. 16th Avenue from Jefferson to Washington ~ Mrs. Hayward moved seconded by Dr. Purdy to initiate the project on 16th Avenue.
