<br />b. Sign Code Amendment - This amendment covers signs painted on buildings, which were
<br />previously omitted, and clari,fies the definition re: banners, posters, r,ibbons, lights,
<br />,etc. The Superintengent of Building explained that this matter had come before the
<br />Sign Board of Appeals, and it was felt it should be clarified that such signs, etc.,
<br />are prohibited.

<br />Hr. Purdy moved seconded by Mr. Gribskov to approve the amendment 'of the Sign Code,
<br />Sections 11.0, Definitions, and Sec. 4"6, Prohibited Signs, as recommended by the Plan-
<br />ning Connnission. Motion carried.

<br />c. Zone Change Re'quest, located between 5th and 7th, Willamette arid Pearl, from Ce2 to C-3,
<br />(Eugene Planning Connnission). This request includes property within the 7th and Willa-
<br />mette Off Street Parking District. It was initiated to correct duplication of parking
<br />ass'essment, since parking requirements were already complied with. Since the parking
<br />assessment lien was to be eliminated, there was no need to make a change in zoning.

<br />Mr. Gribskov moved seconded by Dr. Purdy to uphold the Planning Connnission and deny
<br />the zone change request. Motion carried.

<br />to annex that portion not already part of the city.

<br />building code to allow bedrooms"of 80 square feet minimum. The Superintendent' of Building

<br />for possible amendment in order to redu~e the cost of low cost housing.

<br />Mr. Morven Thomas said he had served on the Eugene' Joint Housing Connnittee for approximately l~ .
<br />years. At the last legislative session the connnittee had submitted a package of bills which attacked
<br />the problem of high cost housing in a fragmentary sort of way. It will take a large amount of
<br />legislation to achieve the purpose of providing low cost housing. The' savings afforded by this '
<br />reduction might be insignificant, but it would be a step in the right direction.

<br />In answer to Councilman McDonald's question, Mr. Thomas said this would not interfere with any type
<br />financing. Mr. 'MOrtier explained that when the city has standards higher than County standa~ds,
<br />this promotes development outside the city limits. These are annexed, with accompanying problems.
