Mrs. Beal felt they might be building slums in this way. Mr. Thomas reminded ,the <br />Council that mobile homes have no space or escapement requirements. People are buying them, and <br />seem~to get along. Mrs. Hayward reminded the Council that the City has embarked on a program of <br />providing low cost housing, and this amendment would be consistent with Council support of such a <br />program. Perhaps other changes can also. be made to lower the cost of housing. This might enable <br />many families to afford better housing who otherwise could not. <br /> <br />In answer to a question from Councilman Purdy, Mr. Mortier explained that the amendment applies <br />only to rooms used for sleeping purposes in dwelling units. He said this size bedroom would <br />certainly be preferable to six or seven people sleeping in one bedroom, as is often the case, <br />because of a shortage of low cost housing. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to amend the building code to allow rooms used for <br />sleeping purposes in dwelling units to have not less than eighty (80) square feet of superficial <br />floor area. Motion carried with Mr. Teague voting no. <br /> <br />e <br /> <br />I <br /> <br />6. Dog Control Ordinance, Citizen Discussion - Mrs. Ruth Buehler and Mrs. Joan Patterson <br />have requested the Council to place this item on the agenda for a rehearing. The Manager <br />suggested that the Council consider this matter after a report has been received from the <br />Lane Humane Society, around June 15, 1969, providing a comparison of activities between <br />the time the ordinance was enacted and previous months. Councilman Mohr asked if people <br />reclaiming dogs were informed of right of appeal, and forfeiture of that right by payment <br />of the fee. Mr. Ray said the Humane Society knows of this procedure and the City Attorney <br />phought perhaps some sign should be displayed explaining this. Mechanics are set up <br />for delay of disposal of an animal until after the hearning. Mr. Ray was requested to <br />arrange for a sign at 'the Humane Society. <br /> <br />In answer to Dr. Purdy, the Manager said the City now receives the entire fee, but adDust- <br />ment will have to be made to make up for the loss to the Humane Society, since it formerly <br />received the $1.00 fee. <br /> <br />Mrs. Hayward said she had received a communication from these ladeis, and had informed <br />them that a rehearing would have to be delayed, perhpas until after the first of the year. <br /> <br />Mrs. Hayward moved seconded by Dr.' Purdy to receive and place on file Item 6 of the Committee <br />Report. <br /> <br />Councilman Purdy asked whether the date June 15 had not been mentioned for a hearing, or whether it <br />came up~primarily because it would be possible to have statistics on one full month of operation <br />under 'the ordinance. In answer the City Manager said he did not think any time had actually been <br />set by the Committee, but it simply said information would be gathered at that time. Councilman <br />Mohr reported that a dog-in is planned for Wednesday, May 28, and that he will be one of the <br />principal participants in the discussion. The Manager said, at the risk of being considered a <br />coward, he wanted to suggest0that the Wednesday committee meeting be dispensed with, as there is <br />not enough material for a meeting. <br /> <br />I <br /> <br />Mr. Ray reported that a copy of the appeals section of the Ordinance and procedure to follow for <br />making an appeal have been taken to the Humane Society, and that they are making a display sign. <br /> <br />e <br /> <br />7. Interagency Agreement re: Highway Construction Priorities - Lane County, the cities of <br />Eugene and Springfield, and their Chambers of Commerce, have in the past prepared priority' <br />lists for highway construction in an informal manner. It has been agreed that this <br />should be done in a formal manner, and that this informal group be designated as the <br />official group, to represent the area in its representations of priorities to the Highway <br />Commission. <br /> <br />Mr. Mohr moved seconded by Mr. Gribskov that the city of Eugene participate in an unified <br />approach to establish highway priorities in the Eugene Metropolitan Area. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal to approve Item 7 of the Committee report. Motion carried. <br /> <br />8. Weed Control Ordinance - It has been recommended that the deadline for cutting of weeds <br />be changed from June 1 to June 15. Because of weather conditions, June 1 is considered to <br />be too early. The Ordinance also proposes an exception for conditions when the weather is <br />such that grass is still wet, and has not become a fire hazard, or for property which <br />would be difficult or impossible to mow by machine. <br /> <br />Mr. Gribskov moved seconded by Dr. Purdy to adopt the recommended amendment to Ordinance <br />No. 14815 pertaining to cutting of weeds. <br />\. <br /> <br />I <br /> <br />~ <br />The City Attorney said the ordinanc'e also leaves out a set fee, so tha i: it may be set <br />annua 11y by 'resolution.. The City'has yet to' break even-on this program. <br /> <br />A vote was taken on the motion. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy to approve Item 8 of the Committee report. <br /> <br />e' <br /> <br />Mr. McDonald read a letter he had received from Mrs~ McIrvin, 50 East 38th Avenue, objecting to the <br /> <br />fact that the Lutheran Church in her neighborhood had not mowed some ten lots it owns, s~ing her <br />children have suffered allergies from this overgrown property.
