<br />Mr. Stan Cook was particularly anxious that an interested body encourage some pub1fc
<br />discussions on the pros and cons of a nuclear plant. Federal regulations do not require
<br />public hearings until the power authority applies for its firm construction permit. The
<br />hearings are conducted by the A~E.C., and there is some question whether or not they will
<br />be unbiased. Mr. Cook feels a public hearing should be held by an unbiased local group
<br />who would bring in spokesmen and ask opinions abo~t the location of this facility. Mr.
<br />Cook suggested that environmentalists be included, and that mechanism be set up for
<br />comprehensive planning.

<br />she would move the Mayor appoint an ad hoc connnittee to work with EWEB to set up these hearings. I'
<br />Councilman Teague felt EWEB should be consulted before a conunittee is set up. The City Manager II
<br />s aid there had been some staff level discussion with EWEB staff, and both are anxious to ,i
<br />cooperate with the Council in this regard. Councilman Mohr was concerned that such a public hear- I')
<br />ing would not be documented so that it would be available for public bodies for future use. The f

<br />Mr. Gordon Murphy pointed out that the public looks upon atomic power recognizing great
<br />potential for beneficial force and an-easy answer to unlimited energy, and thinks they
<br />have been misled into thinking that this will be a solution without attending problems.

<br />Mr. Ray Wolfe asked the Council to consider implementing Mrs. Bea1's suggestion with the
<br />further suggestion that this hearing be sponsored by the City Councilor an agency other
<br />than EWEB.

<br />Dr. Purdy asked if these people had appeared before the Water Board and asked for an
<br />hoc committee. Mr. Cook replied that they did not ask the Water Board for the reason
<br />would like an independent board with a much more comprehensive point of view.

<br />body for these discuss~ons.

<br />Mr. Roger Detering wanted the Council to know the farmers were concerned about this pro::
<br />ject, and were in- favor of public discussions;

<br />In answer to Mr. Mohr's question, Mrs. Bea1 said she did not believe the City Council
<br />could legislate to override what was a majority vote of the people to authorize this
<br />nuclear plant, but that public concerns should be aired through public discussions.

<br />people to vote on again, should be taken.

<br />and that they woutd be unbiased in a public hearing, He- felt this was an EWEB problem
<br />and moved, seconded by Mr. Gribskov to table this motion. Messrs. Teague, Purdy, Grib-
<br />skov and McDonald voted in favor; Mrs. Hayward, Mrs. Beal, Messrs. Wingard and Mohr
<br />against. Mayor Anderson broke the tie by voting against the motion to table.

<br />Mr. Bonnett did not feel EWEB was responding in a way the public wanted them to r.espond.

<br />Mr. Robert Sudman said EWEB is responsible to the City for producing power, but that the
<br />City is responsible for planning and development of the City, and should look into
<br />such things as placement and impact ,fo~ immediate needs of the City.

<br />Councilman Wingard said the planning and development connnittee of the Oregon Legislature
<br />spent many hours discussing this 'problem, without reaching any decision. Mr. Wingard
<br />is in favor of discussion, and feels members of EWEB would be willing to cooperate in
<br />public discussions.

<br />Mr. Axel Berntzen said EWEB had always done a good job, but he had doubts about location of such
<br />a plant in the valley, since po~lution was already such a problem.

<br />Mr. Franks, Mr. Paul Koblas, and Mr, Fred ~o all spoke in favor of public discussion of this
