Federal regulations do not require <br />public hearings until the power authority applies for its firm construction permit. The <br />hearings are conducted by the A~E.C., and there is some question whether or not they will <br />be unbiased. Mr. Cook feels a public hearing should be held by an unbiased local group <br />who would bring in spokesmen and ask opinions abo~t the location of this facility. I' <br />Councilman Teague felt EWEB should be consulted before a conunittee is set up. The City Manager II <br />s aid there had been some staff level discussion with EWEB staff, and both are anxious to ,i <br />cooperate with the Council in this regard. Councilman Mohr was concerned that such a public hear- I') <br />ing would not be documented so that it would be available for public bodies for future use. The f <br />Council has no machinery for holding such a public hearing. I, <br />Ii <br />6/9/69 - 4 :1 <br /> <br />Mr. Gordon Murphy pointed out that the public looks upon atomic power recognizing great <br />potential for beneficial force and an-easy answer to unlimited energy, and thinks they <br />have been misled into thinking that this will be a solution without attending problems. <br /> <br />Mr. Ray Wolfe asked the Council to consider implementing Mrs. Bea1's suggestion with the <br />further suggestion that this hearing be sponsored by the City Councilor an agency other <br />than EWEB. <br /> <br />Dr. Purdy asked if these people had appeared before the Water Board and asked for an <br />hoc committee. Messrs. Teague, Purdy, Grib- <br />skov and McDonald voted in favor; Mrs. Hayward, Mrs. Beal, Messrs. Wingard and Mohr <br />against. Mayor Anderson broke the tie by voting against the motion to table. <br /> <br />Mr. McDonald felt that EWEB <br />Council should stand behind <br />set up an ad hoc committee. <br /> <br />had elected officials who were responsible and that the <br />them. Perhpas the Council could discuss this with EWEB and <br /> <br />Mayor Anderson said by charter the Eugene Water and Electric Board is empowered to handle <br />all matters soncerning electric power and water in the community, Their officials are <br />elected officials, They have a clear mandate to investigate possibilities for estab- <br />lishing nuclear power facilities in this area.
