Motion carried with Dr. Purdy and Mr. McDonald voting no, Beal, Wingard, <br />Mohr, Gribskov and Teague voting yes. <br /> <br />Mrs. Beal moved seconded by Mr. Wingard that the Mayor appoint a committee of 2 or 3 people to work <br />with EWEB and with representatives of people at this meeting tonight, to set up a procedure for <br />public hearings, Mr. Teague suggested that the Council wait until after discussion with EWEB. <br />The City Manager suggested that such a committee be available to cooperate with the Water Board in <br />whatever effort comes from the Council action of this evening. <br /> <br />Mrs. Beal amended her motion to include this suggestions, with the agreement of her second. <br /> <br />e <br /> <br />In answer to a question from Mr. Keblo, and a suggest~on'- that a nuclear plant not be buiit ,at all, <br />Dr. Purdy said the Council did not have authority to make that decision. Eugene Water and Electric <br />Board is a duly elected Board and the voters gave them responsibility for this decision. <br /> <br />Mr, Banks Upshaw asked <br />power plant in Eugene. <br />close to any populated <br /> <br />Dr. Purdy if the City Council cannot stop EWEB frpm building this proposed <br />Dr. Purdy said the Council has no jurisdiction s'ince a plant cannot be built <br />area. <br /> <br />I <br /> <br />Mrs. Beal asked to reword her motion to say the Mayor appoint a committee of one or two members of <br />the City Council to discuss with EWEB the mechanics of setting up a hearing, should EWEB so desire. <br />These hearings would be sponsored jointly by EWEB and the City Council, and a committee would be <br />set up as provided in the original motion. <br /> <br />Mr. Wingard seconded the new motion. Vote taken on motion. Motion carried with Dr. Purdy vo~ing no. <br /> <br />A short break taken. Dr. Purdy did not return when the Council reconvened. <br /> <br />1. b. Request for Council 'authorization to purchase r/w on Gilham Road <br />Martin and Agens Tasnady, 2095 Cal Young Road, $680.00 <br />R.H. and Mary Eisenbeis, 1631 Gilham Road $210.00, <br />Staff recommends these options, be exercised: <br /> <br />Mr. McDonald 'moved seconded by Mr. Wingard to approve Item lb of the Committee report. Manager introduced Sherman Flogstad from Loveland, Colorado, who will "replace Marv.Gause <br />as Director of Finance. <br /> <br />Mr. McDonald moved seconded by Mr. Wingard to receive and file Item ld of the Committee report. <br />Motion carried. <br /> <br />e <br /> <br />3. County Library Support - Mrs. Hayward said better services f~r the amount of money spent <br />could be obtained for citizens of Eugene by improving services in the County library service. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy that the Council go on record in support of expand- <br />ing library services throughout Lane County a~d that th~ City Council cooperate with Lane <br />County at the time these services are being planned for and carried out. <br /> <br />Mrs. Hayward explained that this would not mean a new library building, but a consolidation <br />of services, including bookmobile and s'chool library, central purchasing ,and cataloguing of <br />books throughout the County. <br /> <br />Mr. Atkinson of the Library Board s,aid the Board has reaffirmed its stand that library <br />service for all people of Lane County is desirable, and will communicate this feeling to <br />the County Commissioners. <br /> <br />I <br /> <br />ML McDonald asked if any additional financing would be re'quired. <br />not think that expanded library service would mean spending money. <br />get more for their money. <br /> <br />Mrs. Hayward said she did <br />She hoped people would <br /> <br />A vote was taken on the motion as stated-.
