Motion <br />carried. <br /> <br />Items not taken at the Committee meeting: <br /> <br />1. Sanitary Sewers, Bethel Drive - Director of Public Works said Council, at the meeting of <br />April 14 had referred this matter to the Lane County Sanitarian and Planning Department. <br />After the reports were received the Department determined a sewer system to best ser~e~ <br />the area. A map was shown and new sewer layout explained, and staff recommended author- <br />ization be given to proceed with the design of these sewers, and that bids be called. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Wingard to approve recommendation of the staff and call <br />for bids and proceed with sanitar~ sewers in Behte1 Drive area, with exception of area <br />south and north of Roosevelt Boulevard, and any other areas it might be determined should <br />not be included in the project. <br /> <br />In answer to Mr, McDonald's question, Director of Public Works said the City would pay <br />the cost of any lines over 8". Property owners would bear the entire cost of all 8" lines. <br /> <br />I <br /> <br />Vote taken on motion. Motion carried. <br /> <br />At this point, Dr. Purdy returned and took his chair. <br /> <br />I <br />2. Vehicle-Pedestrian Conf1ic, Y.M.C.A. - A report from the Traffic Engineer was read, outlining <br />problems, and suggesting that the "Y" provide adequate facilities to conduct passenger <br />loading and unloading within their own parking lot, l?ather than utilizing- street right of way <br />for this purpose. Councilman Teague suggested that this matter be referred to the new "Y" <br />Director, with suggestions for improvement. <br /> <br />Mr. McDonald moved seconded by <br />letter to the YW-YMCA, as well <br />this problem. Motion carried. <br /> <br />Mr. Wingard to recommend City staff work with and send a <br />as South Eugene High School, regarding possibility of solving <br />\ <br /> <br />3. Parking Meter Request, U. of O. - A letter was read from J. O. Lindstrom requesting install- <br />ation of parking meters on the east side of Agate, 15th to 17th. A report from the Traffic <br />Engineer was read in which he recommended approval of the request with the following <br />conditions: <br /> <br />1. Purchase of 24 single head meters or 12 tandem head meters is required. Time <br />limits to be 2 hour and 5 hour. It is anticipated that approximately 16 would <br />be 2 hour with the other 8 being 5 hour meters. <br /> <br />I <br /> <br />2. This area is included in 7 a.m. to 6 p.m. enforcement zone. <br /> <br />3. Reason for approval is due to need for some shorter term parking by patrons of <br />officesiin the area. <br /> <br />Mr. McDonald moved seconded by Mr. Gribskov to approve the recommendation of the Traffic <br />Engineer with respect to parking meters on the east side of Agate from 15th to 17th. Motion' <br />carried. <br /> <br />- <br /> <br />4. Petition, Sanitary Sewer Northwest of 5th kvenue and Highway 99 North - Petitioned by owners <br />of 37% of property. Easements will be requ~red to get a line to the property petitioned, <br />and approval is recommended, subject to necessary easements. <br /> <br />Mr. McDonald moved seconded by Dr, Purdy to approve this project as recommended by Public <br />Works Department. Motion carried. <br /> <br />5. Amazon Community Center - A report was read from the Director of Parks outlin~ng a new <br />concept 0T design and use for the proposed Amazon Community Center. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy that Item 5 be placed on file. <br /> <br />I <br /> <br />Dr. Purdy asked if any consideration had been given to a covered swimming pool at the <br />Laure1wood property. The Parks Department had been investigating the possibility of making <br />the YMCA pool more available to the general public, so that better overall service could be <br />given. Dr. Purdy asked for determination of general overall plan, not just in this location, <br />but for the whole area. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />6. <br /> <br />Oregon Electric Franchise, Renewal - No action taken at this time. <br /> <br />e <br /> <br />7. Revocable Permits, Staff Issuance - A proposed Ordinance was read which would authorize the <br />City Manager to issue revocable permits to adjoining land owners to use part of City right- <br />of-way. <br /> <br />6/9/69 - 7 <br /> <br />I' <br />Ii <br /> <br />'~ <br />
