<br />Arboretum, World Court' of Trees - Mr. Robert Carlson introduced Mrs. Barbara Newton, member
<br />of the Mayor's Committee for International Cooperation, whose idea it was to establish a
<br />world court of trees in a park area, dedicated to the United Nations. This idea has been
<br />investigated the past year, and discussed with people, including th~r:,City Manager and
<br />Mayor. There are a number of possibilities, among them, that of cooperating with the
<br />City or County Parks Departments and establishing such a world court of trees in Hendricks
<br />Park or Alton Baker North Bank Park.' This could lead to increased cooperation between
<br />0nations, and could be a tourist attraction, thus serving as an economic benefit. There
<br />are many possibilities connected with such a project. The International Cooperation Com-
<br />mittee recommends that the Council create a committee, not to exceed 15 members, authorized
<br />to conduct whatever further investigation seems desirable to create an arburetum site to
<br />include a world court of trees; to prepare plans, specifications, desirn and operating
<br />procedures for creation, development, growth and maintenance of such an arboretum; to
<br />coordinate their activities with the Parks Department and to report to and be responsible
<br />to the Common Council.

<br />Dr. Purdy moved seconded by Mrs. Hayward that a committee as outlined above, be appointed.

<br />Mayor Anderson commended the International Cooperation Committee for projects undertaken,
<br />and asked Mr. Carlson if it would be possible to have the International Cooperation Com-
<br />mittee itself designated to undertake this project. Mrs. Newton said there were several
<br />persons in the community willing to be part of such a committee, who had offered their
<br />talents toward this project. Experts are needed.at this point. Mr. Carlson suggested that
<br />an ad hoc committee be created for this special purpose.

<br />Councilman Mohr recommended that tnis proposal be 'included with those submitted in connec-
<br />tion with various projects the Council would anticipate funding with proceeds from the
<br />room tax. The City Manager asked for a clarification of the motion. As he understood it,
<br />it indicated certain responsibilities would be administrative. He presumed it was intended
<br />that the committee develop a program and a plan first, and that the administrative res-
<br />ponsibilities be determined after the concept is dev~loped.

<br />Mr. Carlson said that, once the project is rolling, a Doard of trustees will be required
<br />to review ideas and make decisions.

<br />Taxicab Rate Increase - It has been requested that the Council consider a revision of the
<br />ordinance governing taxicab rates in the city of Eugene. An increase from fifty cents for
<br />the first two-fifths mile to sixty cents for the first two-fifths mile is requested. ;Mr.
<br />Donald F. Bach outlined reasons for the requested increase, citing increases in union
<br />contracts, employe benefits, .purchase and upkeep of equipment.

<br />Workable Program Renewal Submission - Material to be included in this submission is somewhat
<br />different than submissions in 'the past, and council approval of material is required. With-
<br />out an approved Workable Program, new federally funded projects are not possible. A short
<br />summary of the 1969 Workable Program Application was presented to the Council, and the full
<br />document is available for their study before the regular meeting.

<br />MrS. Hayward moved seconded by Mr. Gribskov that the application for recertification of the
<br />1969 Workable Program to the Department of Housing and Urban Development be approved.
<br />
<br />Planning Director said a member of staff had gone to San Francisco for instructions con-
<br />cerning this application. Some changes were necessary in the code enforcement program,
<br />but otherwise they' were very happy with the document. It will be available in published
<br />form for Council and Planning Commission study within the next day or two.

<br />Council By-Laws - Dr.' Purdy, chairman of a committee to review Council By-laws, asked that

<br />suggestions for revision be submitted by June 1. Mrs. Hayward has been the only one to
<br />submit suggestions at this time. Dr. Purdy requested that Council members, Mayor and City
<br />Manager submit suggestions so that the committee may go over them, make revisions and submit
<br />
