<br />7. Ordinances
<br />a. Administrative Approval, Revocable Permits -. This ordinance outlines criteria for
<br />approving revocable permits.' It will allow staff to issue revocable permits with
<br />favorable recommendation, so that only appeals to negative staff decisions will
<br />come to the Council for action. This ordinance was requested by the Council.

<br />Mr. Wingard moved seconded by Mrs. Ha:Ywar~ to accept the'ordinances. Motion carried.

<br />Mrs. Hayward moved seconded by Mr. Wingard to approve Item 7a of the Committee report. Motion carried.

<br />b. Amendment, Vehicle Immobilization Ordinance - Amends requirement for issuance of
<br />warrant before booting a car for overtime parking t~ckets, as well as for violation
<br />I of other parking regulations.
<br />
<br />I There was Council discussion concerning minimum number of parking tickets outlined
<br />I in the ordinance before resorting to such immobilization. The Council fe1t,two
<br />tickets were .insufficient grounds, and recommended amendment to five. e
<br />
<br />I Mrs. Hayward moved seconded by M~. Gr~bskov that the Council approve the ordinance
<br />with an am~ndment to extend to five the number of traffic citations before immobilizing
<br />a vehicle. Motion carried.

<br />Mrs. Hayward moved seconded by Mr. Gribskov to approve Item 7b of the Committee report.

<br />The City Attorney called attention to an amendment suggested by the Finance Director which was to I'
<br />~uthorize use of the boot also if traffic citations were not paid within a certain time. The ,
<br />Attorney said. the ordinance was rewritten to reflect this amendment as well as increasing the number
<br />of citations to five.
<br />
<br />Mrs. Hayward withdrew her previous motion and moved, seconded by Mr. Gribskov, to adopt the ordinance
<br />in accordance with the amendments cited. Motion carried.
<br />
<br />c. Amendments to sign code, strings of lights - Building Superintendent explained amendment,
<br />and that the Sign Code Board of Appeals had numerous complaints, especially from used car
<br />dealers. Proposed amendment to allow use of bare light bulbs of more than l~~watts if 25
<br />feet from edge of street, was acceptable to them. After Council discussion of lighting"
<br />as it relates to buildings and security, Mr. Gribskov moved seconded by Mr. Wingard to
<br />accept amendment to Sign Code. Motion carried.

<br />Mrs. Hayward asked if t~e telephone company operates under an annual franchise. Mr. ,Riehard Portwood, r~,
<br />general manager of Pacific Northwest Bell, replied that the franchise is under a twenty' year .~
<br />I contract, which has exceeded the initial ten year period and is up for discussion.0fRequest is for
<br />2% over gross revenues for all exchange services within the city limits.
