<br /> 3. Property Sale, 27th and High - The Public Works Director explained location of the
<br /> property and reviewed prior bids received. An appraised v~lue had been set at
<br /> $17,500 on this RG site. A letter was read from Mr. Gary. A. Bernik, offering
<br /> I $14,000, with a 10% payment, balance to"be paid in one year,. with interest of 7%,
<br /> for the property. The previous highest bid"was from Gordon Olson for $13,000. \

<br /> In answer to a question from Dr. Purdy, ~he Public Works Director said 12 to 18
<br /> units could be built on this site, and access would be- to High Street.
<br /> Mr. Wingard moved seconded by Dr. Purdy to accept the offer of $14,000, but that
<br /> it be cash.
<br /> e Mrs. Hayward moved to amend the motion to authorize the City Manager to make the
<br /> best deal possible, with a minimum of $14,000. Mr. Wingard seconded the amendment,
<br /> saying that the Council doei not wish to create any bad publtc relitions.
<br /> After further Council discussion, a vote was taken on the motion to authorize the
<br /> "I City Manager to negotiate the sale of this property at a minimum price of $14,000
<br /> cash. Motion carried.
<br /> Gary Bernik, 3295 Fillmore Street, said that he had bid on the prope~ty three times and been rejected.
<br /> I On last bid City called him and asked if he wished to submit bid on property, and he fold the City
<br /> Manager he would offer $14,000. He said he would pay cash, but since he had submitted three previous
<br /> bids would like a decision.
<br /> The Public Works Director said the City has other offers on the property and that it was his under-
<br /> standing the intent was not to cut other parties out of the picture. He further commented that the
<br /> City has the right to negotiate the sale of the property in the best interest of the City since the
<br /> property is appraised at $17,500.
<br /> Mr. Wingard moved seconded by Mr. Mohr that this item be postponed until it can be discussed with the
<br /> City Manager. Motion carried.
<br /> 4. Gilham Road Options
<br /> a. Woodward, 1990 Gilham Road, $225.00
<br /> b. Determan, 1980 Gilham Road, $400.00
<br /> These are final purchases of right-of-way in the Gilham Road project, and the staff
<br /> recommends that the options be exercised.

<br /> \ a. 8th Avenue, through street from Jefferson to Garfield - Memorandums from the
<br /> I Traffic Engineer and P'anning Director were distributed to the Council and read.
<br /> I The Traffic Engineer recommends that 8th Avenue be a through street from Jeffer-
<br /> son to Monroe, Monroe to Polk, Polk to Chambers, Chambers to Garfield. Planning
<br /> Department recommends traffic control on uncontrolled intersections for a test
<br /> - period, and that, if volumes increase, traffic diverters be considered, to dis-
<br /> courage through traffic.
<br /> Mrs. Hayward moved seconded by Mr. Gribskov to accept the recommendation of the
<br /> Traffic Engineer to make 8th Avenue a through street from Jefferson to Garfield.

<br /> Dr. Purdy said he had many phone calls concerning increased spe~d of traffic on
<br /> 15th and Villard. Traffic Engineer has talked to several people, and Po lice De-
<br /> partment will put more control on the street. Increase in use of motorcycles
<br /> has resulted in increased noise level.

<br /> b. Truck Loading Zone, 1750 West 8th - Due to change in size of milk trucks, it is
<br /> recommended a truck loading zone be -established for Echo Spring Dairy on the
<br /> south side of 8th Avenue extendi~g westerly 25 feet from 8:00 a.m. to 5:00 p.m.

<br /> loading zone on West 8th Avenue. Motion carried.
<br /> 6. Distribution, Dog Control Ordinance Amendment - Dr. Purdy moved seconded by Mrs.
<br /> Hayward that the Council schedule a hearing on this amendment for a future committee-
<br /> of-the-whole meeting, and notify those concerned. Motion. carried.
