<br /> Mr.J: H. Sorenson, 4300 Avalon, said air pollution had not bothered them particularly, and that the
<br /> Council was going off the deep ena over field burning and back yard burning. He felt there were
<br /> other ways to eliminate the nuisances.
<br /> Mr. John R. Axtell, 2573 Sharon Way, felt everything should be done to try to eliminate pollution,
<br /> and that this ordinance was a step in the right direction.
<br /> The City Manager read a letter from Mrs. Gi lles LeRoux, 2220 Jeppesen Acres, objecting to the ban on
<br /> outdoor burning.. 'The Manager pointed out to Mr. Becker that the City' does have a leaf collection
<br /> service and a machine for chipping trees when they are trimmed.
<br /> A vote was taken on the motion as stated and motion carried. Mr. McDonald voted no.
<br /> 2. Appointment, Assistant Municipal Judge - Councilwoman Beal reported that the Committee
<br /> e appointed to select an assistant municipal judge to replace Gordon Cottrell, resigned, had
<br /> selected two candidates for the position, At~o~ney Helen Fry~ and. AttorneyPi~r~e VanRyssel-
<br /> berghe. The Council was asked to convene prior to its August 11, 1969 meeting to reach
<br /> a decision between t~e two adequately qualified candidates. Mayor Anderson asked the
<br /> Council to meet in executive session at 7:00 p.m., August 11, 1969 for that purpose.
<br /> Councilman Teague said he would abstain from voting because of his relationship to Mr.
<br /> VanRysselberghe.
<br /> I 3. Motel Room Tax Allocation Committee - The Chamber of Commerce requested that the committee
<br /> appointed to recommend distribution of room tax funds be organized and proceed with its
<br /> l investigation. It was understood the committee would be called for an organizational meeting.
<br /> I 4. Ordinances - Copies of proposed ordinances for (1) legal procedure in issuing parking
<br /> citations, (2) delegating authority to the Manager's office to establish traffic controls
<br /> with provisions for appeal to the Council, and (3) control of overnight'parking in
<br /> residential areas of heavy trucks, were distributed.to Council members.' The ordinances
<br /> will be scheduled for future discussion.
<br /> 5. Milk Inspection - The City Manager .commented on a memo from the City Attorney with regard
<br /> to the Council's jurisdiction in the control of raw milk sales and said the item will be
<br /> . discussed at the August 11 meeting.
<br /> I 6. Federal Expenditure, Defense - A letter was presented from the Pres~d~nt's'office with
<br /> regard to the Council's resolution questioning priorities _ in'. National expend.itures in
<br /> terms of defense vs. metropolitan problems, and defending the President's position on
<br /> the ABM controversy.
<br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 2, 3, 4, 5 and 6 of the
<br /> 'Committee~report. -Motion carried.
<br /> 7. Schedule Discussion on Collective Bargaining - The City Manager reported the committee
<br /> I appointed to make recommendations to the Council on employe-employer relationship systems
<br /> will not have completed its work by August 15, the date set by the Council in requesting
<br /> a report, and asked if the Council wished to schedule further discussion o.fthe issue
<br /> before receipt of the committee's report.
<br /> Pat Flynn, Fire Fighters business agent, expressed concern about further delay in the
<br /> matter, and said he felt the best procedure was to proceed with bargaining, using the
<br /> committee's services should an impasse develop. It was the Council's consensus that
<br /> e the intent of creating a committee was to help describe procedures for employe-employer
<br /> relations, and that that interest would best be served by awaiting the commitee's report
<br /> before further discussion on collective bargaining. The Mayor stressed the point that
<br /> there has been no delay, as such, in the committee's organization, that it has moved
<br /> I as quickly as possible, and said he would 'rather have, the committee do a thorough
<br /> study, in order to present facts on which to base a decision. Mr. Flynn again commented
<br /> on delay in the committee's work, and was joined by Frank -Jackson, president of the
<br /> Fire Fighters, who asked that a time limit be set as to when the committee's report
<br /> would be given to the Council. The City Manager recognized the help given by the Fire
<br /> Fighters and other City employes in ;the recent City election, and, in answer to Mr.
<br /> Flynn's comment that the issue has been before the Council for at least six years, said
<br /> a decision in' the matter was made twice, but the question was again raised by the Fire
<br /> Fighters.
<br /> Dr. Purdy moved seconded by Mr. Gribskov to await the co~mittee's report before
<br /> scheduling further discussion of collective bargaining. .. Mo:tion carried, Mrs. Beal
<br /> I voting no.
<br /> . It was agreed the committee should- be requested to bring back its report as quickly as
<br /> possible.
<br /> Mrs. Hayward moved seconded by Mr. McDonald to' approve Item 7 of the Committee report.
<br /> Pat Flynn objected to the delay in committee action and requested that the Council act without await-
<br /> e ing a committee report. .-
